Assam Rifles turns to solar energy in remote locations

Assam Rifles has switched to solar energy to meet several of its power needs. Su-Kam Power Systems Ltd, India’s leading player in the power back-up industry, has installed over 1.3 MW of solar Photovoltaic (PV) systems at various North Eastern locations of Assam Rifles.

The switch to solar energy at various remote Assam rifles base locations in Manipur, Nagaland, Tripura, and Mizoram and Assam will help Assam Rifles in bringing down the use of costly and polluting diesel.

Assam Rifles had awarded the project to Su-Kam through Rajasthan Electronics and Instrument Limited (REIL) to supply, install, commission and maintain off-grid solar power systems at various remote locations of its operation.

Out of the 18 sites, 50 kW solar plants have been installed at each of the 10 sites with the remaining 8 sites having an installed capacity of 100 kW each. All the plants have been installed under the subsidy scheme of the Ministry of New and Renewable Energy (MNRE) as per Jawaharlal Nehru National Solar Mission (JNNSM). The installation of solar PV power systems at the remote locations has enabled units of Assam Rifles to save huge money on power bills, besides bringing down carbon emission.

All the solar power plants installed by Su-Kam for Assam Rifles are up and running successfully. Besides other benefits, the solar plants have also resulted in providing employment to the local personnel. They have been trained in installation, commissioning and upkeep of the solar power plants.

27 Assam Rifles celebrated World Environment Day

SILCHAR, June 5: On the occasion of World Environment Day, troops of 27 Assam Rifles, Labac and Harinagar camp organised a tree plantation programme today. The sapling have been planted in Dewan Tea Estate School, Pearsion Inst ME School Diwan, Diwan Group LP School, Diwan group High School and Diwan Group Hospital under Lakhipur sub–division in Cachar. The main motive of the programme was to create awareness among the students and populace about the environment.

The deputy commandant JS Mallik said that it was the duty of the school concerned to take care of these trees which have been planted. He stressed on the importance of the environment day and said that plantation of trees help in maintaining the ecological balance of the earth.

He further said that trees should be treated like a child and due care should be taken for their growth and development and this will surely benefit the coming generation and environment in general.

Meanwhile, to commemorate the “World Environment Day” the Haflong based HQ 22 Sector Assam Rifles conducted extensive “Tree Plantation Drive” programme at Sarkari Bagan in Dima Hasao district. The programme was inaugurated by the Director Inspector General, Headquarters 22 Sector Assam Rifles. The plantation drive started at 09.00 am up to 11.00 am. A total of approximate 500 saplings were planted during the drive. Active participation of children, ladies and troops of Headquarters 22 Sector Assam Rifles was notable feature. Such initiative not only spread a message of society building but also spread awareness on the importance of tree plantation and a healthy environment.

Assam Rifles recovers huge quantity of Ganja & ammunition

Based on specific information regarding presence of individuals with weapons at Forest Colony, Kohima, a well planned joint operation was carried out by 19 Assam Rifles along with troops of HQ 5 Sector Assam Rifles which led to the apprehension of Lokesh Kumar Modi, Age – 25 yrs of Jaipur (Rajasthan) and BB Gurung, Age – 50 yrs, resident of Forest Colony, Kohima (Nagaland). The column recovered one Mauser 9mm Pistol, Cash Rs. 2,05,320/-, Driving License, Axis Bank ATM Card and Seven mobile handsets. The apprehende d individuals were handed over to Kohima (South) Police Station for further investigation.

Haryana will provide jobs to the kin of Martyrs on Compassionate Grounds

The Haryana Government has decided to grant compassionate assistance through appointment on compassionate grounds in Class III and IV posts to one eligible living spouse or dependent children of martyr of armed forces personnel or para military forces personnel, informed Chief Secretary, SC Choudhary.

A martyr means “a person serving in Armed Forces (Army, Navy and Air Force) or in para-military forces (BSF, CRPF, CISF, ITBP, Assam Rifles, Rapid Action Force etc.) under the Home Ministry on permanent basis and is killed in action in border skirmishes, terrorist attacks or riots and is declared a martyr by Ministry of Defence, Government of India and Ministry of Home Affairs, respectively”.

The eligible family member means dependent son or daughter or wife who is not earning and is fully dependent upon the martyr.

The appointment shall be confined to feeder posts in group C and D category. Such appointments shall be made only on regular basis and against regular sanctioned post. Also, they shall be exempt from the observance of the recruitment through Recruiting Agencies notified by the State.

There shall be no relaxation of any provision of these instructions. However, as a special case, these instructions shall be relaxed only in the cases of children who have become orphan upon the demise of the martyr. The claim of appointment of such orphans shall remain alive till one child of the deceased has attained majority/minimum eligible age for entry into Government service.

These instructions will be come into force with effect from January 1, 2014.

Director General Assam Rifles Addresses Troops

Lt Gen RK Rana, Director General Assam Rifles addressed the troops of IGAR (South) on his visit to the formation from 28 to 30 May 2014. The Director General emphasised that the troops of the Assam Rifles have a great responsibility on their shoulders being the ‘Sentinels of the North East’.

The conduct of each soldier should be exemplary, as they are the ambassadors of the Assam Rifles in the state of Manipur. He also called on the troops to work hand in hand with the people of Manipur to bring in an era of peace and development in Manipur, according to a press release of PRO IGAR(S).

Assam Rifles seized banned forest products

Based on specific intelligence regarding ferrying of illegal Forest product on NH 102, troops of 24 Assam Rifles of 26 Sector AR under the aegis of HQ IGAR (South) established a vehicle check post at Tengnoupal and apprehended four individuals alongwith banned forest products on May 30, the PRO statement said.

The suspicious vehicle, a white colored Bus Registration Number MN 01 1704 traveling from Imphal to Moreh was stopped for checking, resulting in apprehension of four individuals.

The apprehendees were identified as Gouthang Gangte (29) S/o Songkhogin Gangte of Tengnoupal sub Division, PO & PS -Moreh, Mangkhonen Singson (28) S/o L Haokhotinten Singson, of New Moreh, Shaikholen Toutheng (24) S/o Late Thongngam of Teijang, PO & PS - Chakpikasong, and Thangpao (20) S/o Danmsei of Phoanchong, PO & PS - Moreh, Chandel.

Approximately 216 kgs of Ginseng was recovered from them.

The apprehended alongwith the recovered item were handed over to Forest and Wildlife Department, Imphal.

In another incident, based on specific intelligence regarding smuggling of banned forest items near border area, troops of 9 Assam Rifles of 26 Sector AR under the aegis of HQ IGAR (South) launched an operation in general area Haolenphai of Chandel district and recovered approximately 700 kgs of Red Sander wood on May 30.The approximate cost of these logs is Rs 25 lakh.

The recovered illegal sander wood has been handed over to Forest Department, Imphal West, the PRO added.

Assam Rifles nab a cadre of newly raised DHNA with arms and ammunition

SILCHAR, May 31: With the increased activities of militant groups in the district, the security forces are pursuing their movement and intentions vigorously. An input was received by the Haflong based Assam Rifles Battalion regarding presence of a cadre of newly raised group DHNA in general area of Longmang for extortion and other activities.

Accordingly, the Haflong based Assam Rifles Battalion along with Assam Police launched an operation to nab the cadre recently. The party reached the designated location, cordoned the suspected house, and started searching. On positive identification of the individual, the party sprang into action and apprehended an individual named Babul Haflongbar, self-styled ‘c–in–c’ of DHNA with a pistol and ammunition.

On spot interrogation, the individual confessed of delivering demand to Bokul Bodo, Kalijui Sengyung, Town Committee Chairman, Rinta Hojai, a private contractor and other shopkeepers in Haflong market. A mobile hand set with SIM card was also recovered from the individual. The cadre was handed over to Haflong Police Station for further interrogation.

Four NLFT ultras surrender to Assam Rifles

AGARTALA, May 30 – Four insurgents of outlawed National Liberation Front of Tripura (NLFT), who fled from their hideouts in neighbouring Bangladesh, have surrendered to Assam Rifles in North Tripura district, the police said today.

The ultras identified as Parimal Debbarma, Mohan Kumar Koloi, Dayananda Tripura and Bibhas Tripura surrendered at the Assam Rifles camp at Anandabazar yesterday and deposited one carbine and one pistol. The police said the ultras were involved in kidnapping and extortion.

During interrogation, the ultras said that their outfit was facing fund crunch as their operations were almost stopped due to deployment of Tripura State Rifles (TSR), a paramilitary force specially trained in anti-insurgency operations in strategic positions and proactive action of security forces in Bangladesh against them.

AR conducts computer courses for youth at VTC Jalukie town

As part of employment through skill development programme of youth, 18 Assam Rifles (AR) under the aegis of HQ 6 Sect AR has been sponsoring youth from the Peren district for Computer Courses at Vocational Training Centre (VTC), Jalukie.

In a press release, IGAR (N)’s PRO stated that the aim of the course was to develop skills in computer literacy and empower the youth for seeking employment. The first batch of 36 students from Jalukie and neighbouring villages successfully completed the computer course on March 28 and the second batch, which includes 31 students, is undergoing training.  6 Sector Assam Rifles Commander along with commandant, 18 Assam Rifles interacted with the students at VTC and motivated them to obtain maximum benefit from the course. He also interacted with the GBs and village elders of villages near Jalukie and assured them of continued assistance from AR. Meanwhile, GBs and local population expressed gratitude to AR for undertaking such ventures.

Assam Rifles headquarters jolted with a bomb blast

Assam: A bomb explosion was reported outside the Assam Rifles (AR) office in the capital of Manipur, Imphal.

According to the latest update, the explosion killed one while 8 others were left injured. However, the reason behind the bombing has yet to be unearthed.

Police have started the investigation process in the incident. We will keep you updated with the news from the sight.

Assam Rifles is the paramilitary force of India based in Manipur. They have been facing attacks many times by the rebellious groups of the state. The militant outfits like United National Liberation Front, People’s Revolutionary Party of Kangleipak, Kanglei Yawol Kann Lup and Kangleipak Communist Party had clashes with Assam Rifles (AR) force.

AR post near Myanmar border was attacked by terrorists on the Republic Day along with four other explosions in Manipur.

Despite of high security in the area attacks are consistent as recently an AR force jawan was killed in an encounter against Naga militants. It happened when AR force stopped a vehicle due to suspicion but the tenants started firing, which took place for an hour.

The latest explosion can be the work of militant groups but investigation is still on.

Director General Assam Rifles visits Manipur

IMPHAL, May 28: Lieutenant General R K Rana, Director General Assam Rifles arrived in the state on a two day visit to HQ IGAR(S), informed a statement of the PRO IGAR (S).

It said during his visit, the DGAR was briefed on the prevailing security situation in the State by IGAR(S) and reviewed the operational preparedness of the formation.

He lauded the efforts of the Assam Rifles for maintenance of peace and harmony in the State and appreciated the efforts of IGAR(S) and further conveyed his support to various developmental projects in the state in coordination with the civil administration and local populace, it said.

Earlier in the day the Director General Assam Rifles along with IGAR(S) called on the Governor of Manipur, VK Duggal and Chief Minister Okram Ibobi Singh and assured the full cooperation of the Assam Rifles in all fields for the overall development of the State, said the HQ IGAR (S) in a press release.

40,000 detonators recovered in Mizoram

In a joint operation, Assam Rifles personnel and police recovered 40,000 detonators from Bawngkawn locality here.

The police said that the detonators were being smuggled to Myanmar.

"We have been receiving intelligence inputs that the detonators were being smuggled to Myanmar in large quantity, but this is the largest-ever haul till date," a police officer said.

The detonators were seized yesterday.

Two Myanmarese nationals identified as Zabika (49) of Falam area and Thawnga (37) of Kalemyo area were arrested in this connection and charged under relevant sections of the Explosives Act.

The detonators, made by Hyderabad-based Explosive Division of the Gulf Oil Export Corporation Ltd, were worth around Rs 8.4 lakh in the local market, the police said.

Lt Gen R K Rana new Assam Rifles DG

SHILLONG: Lt Gen R K Rana, recipient of the Sena and Vishisht Seva medals, was appointed the 28th director general of the Assam Rifles on Monday.

"Lt Gen Rana was commissioned in June, 1976, in the Rajputana Rifles and has a coveted career profile both in command and staff appointments," said the army statement announcing his appointment.

"The new DGAR had commanded an infantry battalion in counter-insurgency operations, a mountain brigade in a high-altitude area, an infantry division on the India-China border and the Special Frontier Force in cabinet secretariat. On staff assignments, the general officer has held the important assignments of general staff officer 1 (operations) of an infantry division, director (operational logistics at the Army headquarters, colonel general staff of an area headquarters, deputy director general (welfare) at the Army headquarters and general officer commanding of an area headquarters," a Assam Rifles spokesperson said.


The general is an alumnus of Sainik School, Karnal, and National Defence Academy, Khadakvasla, and Defence Services Staff College, Wellington. "He has done instructional tenures at the National Defence Academy, Khadakwasla, the commando wing, Belgaum, and the Infantry School, Mhow, and is an all-round sportsman having excelled in boxing, football, swimming and firing," the statement added.

Three killed in Manipur shooting

Imphal: Two militants and one Assam Rifles personnel were killed in a shoot-out between security personnel and the Zeliangrong United Front (ZUF) in Tamenglong district of Manipur. Police said the exchanges of firing between the ZUF and the Assam Rifles occurred at Taodum village in Nungba sub division of Tamenglong district last night and this morning, resulting in the killing of two ZUF cadres and one Assam Rifles personnel.

According to the police, at around 6:30 pm, May 21, some cadres of ZUF in an apparent attempt to abduct one villager, identified as Chingkhudin, forced the man to drive his own vehicle to an undisclosed destination along with the ZUF cadres.

Feeling apprehensive, Chingkhudin took with him a relative of his wife, a 14 years old boy. On the way, the ZUF cadres put three more people in the vehicle. When they reached Taodum village vicinity, which lies between Nungba town and Kambiron, they saw personnel of the 13 Assam Rifles from F-Coy repairing one of their vehicles at around 8:30 pm.

Police said the security force personnel asked the incoming vehicle to stop but the ZUF cadres asked Chingkhudin to proceed. The security force personnel managed to stop them at which point Chingkhudin disclosed to the Assam Rifles personnel that he was being kidnapped by the ZUF cadres, the police added. The ZUF cadres jumped out from the vehicle and a gun-battle followed, which led to the death of one ZUF cadre, identified as one Makudin (42).

One Assam Rifles personnel identified as Takhellambam Gokil (25) and one Atuwa Oran were injured. While they were being transported to Leimakhing Military Hospital, Takhellam Gokil succumbed to his injuries.

Police said that a massive operation was conducted this morning in the Taodum village area which has been cordoned off since last night. At around 5:30 am on May 22, another gun battle broke out killing one more ZUF cadre. The deceased has been identified as one Mathuilan Haomei (30).

The Assam Rifles recovered two AK Rifles and two hand grenades from the site of the incident, the police stated. Meanwhile, the dead bodies of the two ZUF cadres and the jawan are deposited at the RIMS mortuary.

Army Eastern Command chief visits Manipur

IMPHAL, May 22 – GOC-in-C, Eastern Command, Lt Gen MMS Rai, who arrived here on a day’s visit to Headquarters Inspector General of Assam Rifles (South) at Mantripukhuri and 57 Mountain Division at Leimakhong, visited the Indo-Myanmar border areas on Thursday.

General Rai reviewed the operational preparedness of both the formations during his first official visit to the State, according to a press release issued by PRO Assam rifles.

PTI adds: A militant was killed in an encounter with Assam Rifles personnel at Kambilong area in Tamenglong district early this morning, official sources said. Sources said that the militants opened fire at the Assam Rifles personnel when they were patrolling at Kambilong area.

The Assam Rifles personnel retaliated by firing and one militant was killed in the exchange of fire on the spot. One AK-47 rifle was recovered from the dead militant.

CRPF to get bulletproof helmets in Shinde's final move as Home Minister

Paramilitary forces will finally have adequate bulletproof helmets as the Home Ministry, which was sitting on the proposal, has acted at last.

Before demitting office, Home Minister Sushilkumar Shinde has given his nod to expedite the purchase.

The ministry has given its sanction to the Central Reserve Police Force (CRPF) to purchase 47,000 bulletproof helmets through a tender.

Mail Today was the first to report that the CRPF has only 800 such helmets, against the sanctioned 50,000 for a force of 2.9 lakh. The CRPF has the highest presence in Maoist-hit states, with nearly 85,000-90,000 personnel serving in the Red Zone.

Despite bullet injuries on the head being one of the most common causes of death, red tape in the ministry ensured that jawans go into combat zones without even the most basic requirements like bulletproof helmets.

"Earlier, it was decided that the ministry will purchase them and then hand it over to the forces," said a senior officer. The ministry instead sat over the proposal.

"Now we have been permitted to go for a tender and buy them on our own. It's good we don't have to depend on the ministry for something as basic as this," said the officer.

While the standard operating procedures in the Army clearly state that every soldier in insurgency-hit areas must have a bulletproof helmet, these rules did not apply to paramilitary forces due to bureaucratic lethargy.

Sources said the CRPF has been made the nodal agency for carrying out a tender and purchase helmets for all other paramilitary forces.

Bulletproof helmets are also needed by BSF, ITBP, SSB and Assam Rifles for their troops serving in combat zones.

The Ministry woke up from its slumber to fast-track the process for acquiring helmets in March after an attack in Chhattisgarh killed 15 security personnel, including 11 from the CRPF.

Defence ministry allows BSF to guard India-Myanmar border, but with rider

NEW DELHI: The defence ministry (MoD) may have finally agreed to the long-standing demand of the home ministry (MHA) to hand over the India-Myanmar border to the BSF but has made it clear the Army will retain operational control over the Assam Rifles.

The long-running bitter turf war over whether the Assam Rifles or BSF should guard the 1,643km thickly-forested border with Myanmar — infested with insurgents, smugglers, drug traffickers and the like — even went up to the Cabinet committee on security but could not be "fully resolved" with a "practical" solution till now.

But the MoD has now given the green signal for BSF to replace the Assam Rifles - which administratively comes under MHA as a central paramilitary force but is under the Army's operational control — in guarding the border if the MHA so wants it.

"The MoD, however, held there is no question of turning the Assam Rifles into a border-guarding force. It has a clear-cut role in the overall Army plan against China in the eastern sector, which cannot be diluted," said an official.

BSF will, of course, not find it easy to take over the "border management" with Myanmar, both in terms of manpower and infrastructure. "Huge funds will be required for fencing, border outposts, roads, tracks and helipads as well as the raising of 41 new BSF battalions," said another official.

But the MHA contends the Assam Rifles, with its deployment pattern of operating from bases away from the border, has proved ineffective in making the region secure against infiltration attempts by insurgent outfits like NSCN, PLA, UNLF, PREPAK and the like.

Conversely, the MoD-Army combine felt the Assam Rifles, with 30% of its troops from the North-East and largely officered by the Army, was specially geared for the task of both border management as well as counter-insurgency in the region. While 15 of its battalions are currently deployed along the border, the other 31 are engaged in anti-militancy operations in the hinterland.

Turf battles and lack of synergy among different forces have long been the problem along Indian borders, especially the long unresolved ones with Pakistan and China. The Army, for instance, has for long been demanding operational control over the ITBP, another of the seven central police forces under the MHA, for better management of the Line of Actual Control with China in eastern Ladakh, as reported by TOI earlier.

Incidentally, both the Border Management Task Force and the high-powered Group of Ministers' report on "reforming the national security system" after the 1999 Kargil conflict with Pakistan had stressed the "One Border-One Force" principle. "Multiplicity of forces on the same borders has inevitably led to the lack of accountability as well as problems of command and control," held the GoM report.

Assam Rifles arrested four militants in Assam

Assam Rifles have caught four tribal guerrillas and recovered a large cache of weapons in Assam, official said Thursday.

The Bru National Army (BNA) militants were held at Kulichara forest in Cachar district Monday, an Assam Rifles official told reporters.

The four include BNA chief Oranjoy alias Lal Thazuala, general secretary Rajesh Chorkhi, Luarjoy Reang and Bailoram Reang. They are residents of Mizoram and Assam.

A large quantity of arms and ammunition were recovered at the site. They included four AK-47 rifles, 122 rounds of bullets, two 12-bore double barrel guns, a 9 mm pistol, four mobile phones and other materials.

All four were handed over to Assam Police.

The official said that with the arrest of the four, the outlawed outfit had been effectively neutralized.

Punjab Flayed Over Property Tax For Paramilitary Forces Personnel

The retired officers of the paramilitary forces on Friday have condemned the decision of the Punjab Government and Chandigarh Municipal Corporation for not extending the benefit of exemption of property tax to personnel of the forces.

The decision was taken in the annual general body meeting of the Paramilitary Forces Retired Officers’ Association on Friday at BSF Officers’ Mess, Mohali. More than 60 officers from Chandigarh, Mohali, Panchkula, Ambala, Patiala and other neighbouring districts attended the meeting. Amarjit Singh Sidhu (IGP, CRPF Retd), president of the association said, members of the association condemned the decision of Punjab Government and UT Municipal Corporation and Administration for not extending the benefit of exemption of property tax to the personnel of PMFs residing in Punjab and Chandigarh. He said this had happened despite Government of India, Ministry of Home orders to all States and UT’s that keeping in view the sacrifices of the personnel of paramilitary forces, at par with Defence forces, all States and UTs should give all benefits to PMFs personnel, serving or retired, at par with the benefits given to Defence personnel.


He said, more personnel of paramilitary forces were sacrificing their lives in the maintenance of security on the borders dealing with the insurgents, terrorists and Maoists all over the country. BSF is guarding the borders of Gujarat, Rajasthan, Punjab, J&K, Tripura and borders with Bangladesh. ITBP is guarding the borders with Tibet, SSB is guarding the borders with Nepal, Assam Rifles is guarding the borders of Arunachal Pradesh, Nagaland and Manipur, CRPF is dealing with the internal security, maintenance of law and order, fighting the insurgent in J&K, Manipur, Nagaland and Tripura, and Naxals in 11 States of the country. CISF is looking the security of all the airports, important Public Sector Undertakings (PSUs) and other industrial units. Coastal Guards are guarding the entire coastal borders in the Arabian Sea and Bay of Bengal. All personnel of PMFs irrespective of the rank should also be given benefit of One Rank One Pension at par with the Defence personnel, the association demanded.
