Assam Rifles apprehends four with arms

Personnel of the Assam Rifles, in three separate incidents, apprehended four persons in possession of arms and ammunition.

A press note from the PRO, Assam Rifles informed that on May 18, an operation was launched in the Purana Bazaar area by troops of the 29 Assam Rifles under the aegis of HQ 6 Sector, Assam Rifles. The troops tracked and intercepted one Atoka Zhimomi (30) and recovered three .22 pistols along with magazines. The apprehended individual was later handed over to the East Police Station, Dimapur.

On May 16, the AR personnel apprehended two NSCN (K) cadres from Phom Colony, Changtongya. They have been identified as Pvt Lima Akhham (25) and Pvt Takaitaba Ao (28). One Muzzle Loading Rifle (Country Made) and “incriminating documents” were recovered from the apprehended persons. They were then handed over to Changtongya Police Station.

In another incident on May 18, troops of the 46 AR apprehended one NSCN (K) cadre at Zunheboto Track (03 Km East of Bn HQ, Phek), while the individual was travelling from Kotisu Basti to Phek Town.  The cadre has been identified as Sergeant Beduzo Venuh (21). One 9 mm pistol with magazine and three live rounds were recovered from the cadre’s possession. He was later handed over to Phek Police Station.

BSF Jawans Seize Three Tiffin Bombs

KORAPUT: In yet another arms recovery, BSF jawans seized explosives in Lamataput area doing a combing operation on Sunday.

Acting on a tip-off about the presence of Maoists, BSF jawans started combing operation in Machkund project road and found three tiffin bombs and two remote control devices kept in a gorge.

It was second recovery of explosives during past two weeks in the same areas.

The explosives were targeted to attack the BSF jawans engaged in combing operation.

BSF sources said the combing operation has been intensified anticipating more explosives in the area.

BSF had recovered huge quantity of explosives from the Lamtaput area recently.

UPA II reluctant to fill security posts lying vacant for months

 Officials in the Home Ministry worked frantically to ensure that a judge was appointed to probe Snoopgate in the last days of the UPA regime but there was no such urgency shown to fill important security posts lying vacant for months.
Top positions in the security establishment are vacant with no efforts being made to find suitable replacements.

Vacuum

The position of Special Secretary (Internal Security) in the Home Ministry, held by a Director General IPS officer, has been vacant for the past eight months since the retirement of S. Jayaraman in September 2013. The officer heads the ministry's internal security wing and reports directly to the home secretary.

Even the position of Secretary (Security) in the Cabinet Secretariat, appointed by the Prime Minister, was not filled after Yashovardhan Azad was appointed Information Commissioner in November 2013.

Several other vacant positions in paramilitary forces are also held by senior IPS officers.

The ministry has also put on hold the empanelment of 1981 and 1984 batches of the IPS as Special Directors General and Additional Directors General at the Centre.

"With senior positions remaining vacant, officers are given additional charge, which means more work and pressure. It also leads to hectic lobbying for vacant positions," said a senior officer.

The Sashastra Seema Bal (SSB), which guards the Indo-Nepal border and carries out other internal security duties, is without a chief. Its chief Arun Chaudhary retired on April 31. Central Industrial Security Force DG Arvind Ranjan has been given its additional charge. Earlier Ranjan held additional charge of the Central Industrial Security Force (CISF) when he was heading the National Security Guard.

No special DGs

The CISF, responsible for securing airports and industrial units, was also without a regular DG for nearly three months when Ranjan was appointed in December 2013.

The largest paramilitary force, the Central Reserve Police Force (CRPF) serving in Maoist areas, northeast and Jammu and Kashmir, is without three Special DGs, who are responsible for heading three field formations in the northeast, Kashmir and Central zones.

The government has done away with the post of Additional DG in the ITBP for the time being. Sources said this is a crucial post as the Additional DG directly coordinates with IGs and supervises operations. The post was given to National Disaster Response Force chief Mahboob Alam who was previously serving as additional DG in ITBP. Alam also held the charge of DG for some time as the government did not appoint a full-time DG. The BSF is also without two Special DGs and one Additional DG.

CRPF to get bulletproof helmets in Shinde's final move as Home Minister

Paramilitary forces will finally have adequate bulletproof helmets as the Home Ministry, which was sitting on the proposal, has acted at last.

Before demitting office, Home Minister Sushilkumar Shinde has given his nod to expedite the purchase.

The ministry has given its sanction to the Central Reserve Police Force (CRPF) to purchase 47,000 bulletproof helmets through a tender.

Mail Today was the first to report that the CRPF has only 800 such helmets, against the sanctioned 50,000 for a force of 2.9 lakh. The CRPF has the highest presence in Maoist-hit states, with nearly 85,000-90,000 personnel serving in the Red Zone.

Despite bullet injuries on the head being one of the most common causes of death, red tape in the ministry ensured that jawans go into combat zones without even the most basic requirements like bulletproof helmets.

"Earlier, it was decided that the ministry will purchase them and then hand it over to the forces," said a senior officer. The ministry instead sat over the proposal.

"Now we have been permitted to go for a tender and buy them on our own. It's good we don't have to depend on the ministry for something as basic as this," said the officer.

While the standard operating procedures in the Army clearly state that every soldier in insurgency-hit areas must have a bulletproof helmet, these rules did not apply to paramilitary forces due to bureaucratic lethargy.

Sources said the CRPF has been made the nodal agency for carrying out a tender and purchase helmets for all other paramilitary forces.

Bulletproof helmets are also needed by BSF, ITBP, SSB and Assam Rifles for their troops serving in combat zones.

The Ministry woke up from its slumber to fast-track the process for acquiring helmets in March after an attack in Chhattisgarh killed 15 security personnel, including 11 from the CRPF.

ALLEGATION OF CRPF FIRING ON TRIBALS DENIED

The Inspector General of Police, CRPF, Odisha Sector Brighu Srinivasan has taken objection to a report published in The Pioneer on May 8, 2014 under the headline “Following OHRC order, tribals get compensation” mentioning that as per the direction of the Odisha Human Rights Commission (OHRC), the State Government has provided compensation of Rs2.5 lakh and Rs1 lakh to two tribals, Hari Majhi and Hube Majhi, of Khaliapada village under the Komna police station in Nuapada district, respectively, who had sustained bullet injuries on January 8, 2013 allegedly being fired at by CRPF jawans.

 Taking objection to the statement “allegedly being fired by the CRPF,” Srinivasan has stated in his letter that the publication of such report without ascertaining correct facts from the concerned agency is strongly refuted.

 It is to be noted that the stated news item was based upon the order of the Odisha Human Rights Commission (OHRC) in the case No. 340 of 2013. The OHRC in this order has mentioned about the petition of the complainant Advocate Biswapriya Kanungo, which alleges that Hari Majhi and Hube Majhi sustained serious bullet injuries because of firing by CRPF jawans. The petitioner prayed for action against the CRPF for the alleged firing.

There is no mention of any clarification by the CRPF office in the order by the OHRC; which is a statutory body. The news report in question was based on the OHRC’s order as the source of reporting. So, the news was neither a mistake nor a typological error considering the matter presented in the order. However, considering the fact presented by the IG, CRPF, in his letter to the newspaper, the error is regretted.

BSF recovers 245 kg heroin this year

Over 245 kg of heroin has been recovered along the India-Pakistan border this year, Border Security Force (BSF) officials said Wednesday.

"BSF has recovered 2 kg heroin near border outpost (BOP) at Panjgrain in Gurdaspur sector, 275 km from here, Tuesday night," a BSF spokesman said.

The total heroin seizure is said to be worth Rs.1,225 crore in the international market.

In April, 94 kg heroin, valued at about Rs.470 crore, was recovered in the Punjab border sector, where the seizure of heroin last year (2013) was 322 kg.

Bangladeshi migrants should have no voting rights: Ex-BSF DG

Illegal Bangladeshi migrants in India should "not be given" voting rights and powers to purchase immovable property in India, retired bureaucrat and pioneer of police reforms in the country Prakash Singh said here today.

Singh, along with other retired officers from the security establishment of the country, spoke during the release of a book 'Bangladeshi Migrants-A Threat to India' authored by former Additional Director General of BSF P K Mishra.

"Successive governments have swept the issue of Bangladeshi migrants under the carpet. The problem has not been tackled. There is a massive inflow of population in India from Bangladesh.

"You will have to recognise this hard fact and take some steps. One of the solutions is that such migrants should have no voting rights and they should not be allowed to have immovable properties in India," Singh, who retired as the chief of the Border Security Force some years ago, said after unveiling the book.

Singh said as the current Sheikh Hasina government in Bangladesh has been supportive of India in containing the insurgency in North Eastern states, India could take steps to make the neighbour "recognise" the problem in a well thought-out manner.

He also called the government's decision to provide non-lethal weapons to BSF troops on Indo-Bangla border as "very unfair" and "politically wrong".

"This is like ruining the ethos of BSF," he said. Another former Director General of BSF E N Rammohan said the government has "failed" to tackle the issue.

Mishra said there should be a "political will" to solve this issue.

Mishra has served for many years commanding BSF troops along the Indo-Bangla border.
