CISF is recruiting for 1,203 vacant posts in 2014

Central Industrial Security Force (CISF) has invited applications for recruitment to the post of Constables/Drivers. Interested and eligible candidates are required to apply for the vacancy on or before July 19, 2014.

Vacancy details:

Constable/ Driver - Direct (Backlog vacancies): 743 posts
Constable/ Driver - Ex-Servicemen (Backlog vacancies): 308 posts
Constable/ Driver - Direct (Current vacancies): 137 posts
Constable/ Driver - Ex-Servicemen (Current vacancies): 15 posts

Total number of posts: 1,203 Posts

Pay Scale: Rs 5,200-20,200 + AGP Rs 2000 per month plus usual and admissible allowances.

Eligibility criteria:

The applicants should have completed Matriculation or equivalent qualification from a recognised Board. The candidates should also possess a valid driving licence for Heavy Motor Vehicle or Transport Vehicle, Light Motor Vehicle and Motor cycle with gear.

The age of the candidate should be between 21-27 years as on July 19, 2014. Age relaxation is applicable as per rules.

Application fee:

The candidates have to pay an application fee of Rs 50 in the form of Postal Order drawn in favor of authority to whom the application is addressed, payable at respective office at the location.

Candidates belonging to the SC/ST and Ex-Servicemen category are exempted from payment of fee.

Selection process:

The candidates will be selected for recruitment to the advertised posts on the basis of their performance in eligibility test, physical efficiency test, trade test and written test, medical examination and final selection.

How to apply:

Interested and eligible candidates are required to submit the duly filled application form along with DD, recent passport size photograph duly self-attested and attested copies of all required certificates / documents to the concerned DIG.

The envelope containing application form should be super scribed 'Application for the post of constable/ driver in CISF- 2014'.

CISF to check all vehicles leaving airport as sacked airline staffer steals SUV

The Central Industrial Security Force (CISF) has started checking all vehicles going out of the Chhatrapati Shivaji International Airport. The development comes after a recent incident in which a Bolero belonging to a private airline was allegedly stolen by a ex-employee, who had been sacked.

CISF is entrusted with the security of most of airports in the country.

Airport officials said that while they always check vehicles entering the facility, they were keeping an eye on those going out. However, they have now decided to increase the vigil. "All vehicles entering or leaving the premises are being checked," said CISF spokesperson Hemendra Singh.

Officials said a vehicle theft was reported in March. Opon inquiry, they found involvement of a former employee of a private carrier – Rajkumar, alias Raja Kondiba Jadhav. Investigators also learnt that 29-year-old Jadhav had been fired for persistent absenteeism a few days ago.

It was found that Jadhav, who had not returned his identity card and entry pass, allegedly entered the airside area and fled away with a Bolero without being checked or questioned.

Similarly, a few years ago, a truck was reported to have been stolen from inside the airport.


The questions over security at the Chhatrapati Shivaji International Airport has often been raised in the past, which, as one of the busiest airports in the country, has been under constant radar for terror elements.

CISF personnel chooses dog over job, seeks HC's help

KOCHI: A man told to choose between his job and his best friend, a dog named Charlie that he trained, got a reprieve from the Kerala high court on Tuesday when the court issued a stay on his transfer to Imphal, thereby temporarily sparing him from an agonizing separation.

The man who sought the court's intervention to save his friendship with his dog was Baiju Varghese, a head constable working as a dog trainer with the Central Industrial Security Force (CISF) unit at Cochin International Airport. Charlie is the lead sniffing dog of CISF at the airport.

Baiju had been the handler of Charlie since March 2007. When he got an order transferring him to Imphal in Manipur in January, he submitted a representation to CISF opting for voluntary retirement so as to avoid separation with Charlie.

His representation to CISF's CIAL unit commandant said, "I am totally dedicated to the upkeep of the dog and always keep the dog active for performing sniffing duties. I forget my personal comforts for the upkeep of my dog and never availed any leave since 2007. I am totally emotionally attached to the dog and departing (with) the dog is agonizing me."

Choosing the dog than the job, Baiju sought voluntary retirement from August 31st. However, CISF authorities turned down his plea, stating that "the reason cited for VRS in para two related to agony due to attachment with dog cannot be a justifiable and logical ground for VRS."

Following this, Baiju approached the high court through advocate R Sreeraj. Considering the petition during the admission hearing, Justice PN Ravindran issued a stay on Baiju's transfer order while the court hears the petition.

CISF holds summer camp for troopers' children

As part of its initiative to train the forces' budding talent in sporting activities, paramilitary CISF has begun a lawn tennis summer camp for the wards of its personnel and jawans here.

The initiative is being conducted by the wives' welfare association of the force which recently decided to undertake career-building courses for the families and children of the paramilitary troopers.

A total of 68 children across various age groups have been enrolled in the 12-day special summer camp where they will be trained in lawn tennis, a CISF official said adding the logistics for the camp will be provided by the association called 'Sanrakshika'.

A number of similar other initiatives, including career- counselling sessions, will be held under the aegis of the association, a CISF official said.

Airport security check time to be halved for fliers: CISF

In order to enhance passenger comfort, the Central Industrial Security Force (CISF) has decided to cut security checks and frisking time at the airports to almost half of the present time taken.

The force has prepared a four-point new standard operating procedure for its security personnel who are deployed at the country’s 59 civil airports to frisk and identify genuine travelling passengers and scan suspect baggage.

“We have decided to cut the security check time for air fliers at airports by half. At present, our officials take 7-8 minutes to complete the frisking and identification of passengers but now we plan to cut it down by half to about 4 minutes,” Chief of CISF airport security unit O P Singh told PTI.

Singh said new modules and SOPs have been developed to enable the CISF security men achieve this target.

“We have initiated a new profiling mechanism by which the security person intelligently identifies between a genuine and a fake or suspect passenger. Once that is done, the security personnel are being trained to quickly go through three details in the air ticket which is checking the correct flight number, date, time and the valid I-card of the passenger,” Additional Director General (CISF) Singh said.


Authorities of the force are particularly driven to undertake such measures after a latest survey they conducted among passengers at Indian airports found out that extended waiting time for security checks was troubling maximum number of air fliers in the country.

Don’t let tainted MPs enter House: Plea in court

A city court has ordered issuance of notices to the Delhi Police commissioner, Central government and heads of paramilitary forces after a Delhi resident sought a restrain order on elected MPs with criminal backgrounds from entering Parliament.

The petition, by Satyavir Singh, calls for restraining “the defendants from providing security to criminal MPs, who have been elected in the Lok Sabha elections held in April-May 2014…”

The petition further prays that “MPs who have criminal cases against them should not be allowed/permitted to enter Parliament, otherwise strict action be taken against the defendants as per law…” The notices were issued by Additional Civil Judge Prakash Sharma.

Among the paramilitary forces whose chiefs have been issued notices are the Central Reserve Police Force (CRPF), Sashastra Seema Bal (SSB), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP) and Central Industrial Security Force (CISF).

The next date of hearing has been fixed on July 25. The petition, filed on Saturday, cited media reports alleging that some of the MPs elected to Parliament have criminal pasts.

“As per the Constitution of India, no corrupt person or a person having a criminal case is entitled to contest the election… In that situation (if an MP with a criminal past is elected), how can fair rule and administration be expected from the criminal because he will misuse his power by sitting in Parliament. Not only this, the defendants will provide them security for their protection even when they are already criminals and not entitled for the same,” the petition states.

Central Industrial Security Force (CISF) become member of Hockey India

On 13th May 2014 the Central Industrial Security Force (CISF) become member of Hockey India and now Central Industrial Security Force (CISF) will be able to take part in the national hockey championship.

Currently Hockey India has 26 permanent member units, 20 associate members, 2 members through State Olympic Associations, 5 Academy Members and 1 Hockey Member.


CISF actually came to existence in under the Union Ministry of Home Affairs. CISF currently provides security cover to nuclear installations, seaports, power plants, space establishments, airports, sensitive Government buildings and ever heritage monuments. Currently Arvind Ranjan IPS officer is a director general of CISF.

UPA II reluctant to fill security posts lying vacant for months

 Officials in the Home Ministry worked frantically to ensure that a judge was appointed to probe Snoopgate in the last days of the UPA regime but there was no such urgency shown to fill important security posts lying vacant for months.
Top positions in the security establishment are vacant with no efforts being made to find suitable replacements.

Vacuum

The position of Special Secretary (Internal Security) in the Home Ministry, held by a Director General IPS officer, has been vacant for the past eight months since the retirement of S. Jayaraman in September 2013. The officer heads the ministry's internal security wing and reports directly to the home secretary.

Even the position of Secretary (Security) in the Cabinet Secretariat, appointed by the Prime Minister, was not filled after Yashovardhan Azad was appointed Information Commissioner in November 2013.

Several other vacant positions in paramilitary forces are also held by senior IPS officers.

The ministry has also put on hold the empanelment of 1981 and 1984 batches of the IPS as Special Directors General and Additional Directors General at the Centre.

"With senior positions remaining vacant, officers are given additional charge, which means more work and pressure. It also leads to hectic lobbying for vacant positions," said a senior officer.

The Sashastra Seema Bal (SSB), which guards the Indo-Nepal border and carries out other internal security duties, is without a chief. Its chief Arun Chaudhary retired on April 31. Central Industrial Security Force DG Arvind Ranjan has been given its additional charge. Earlier Ranjan held additional charge of the Central Industrial Security Force (CISF) when he was heading the National Security Guard.

No special DGs

The CISF, responsible for securing airports and industrial units, was also without a regular DG for nearly three months when Ranjan was appointed in December 2013.

The largest paramilitary force, the Central Reserve Police Force (CRPF) serving in Maoist areas, northeast and Jammu and Kashmir, is without three Special DGs, who are responsible for heading three field formations in the northeast, Kashmir and Central zones.

The government has done away with the post of Additional DG in the ITBP for the time being. Sources said this is a crucial post as the Additional DG directly coordinates with IGs and supervises operations. The post was given to National Disaster Response Force chief Mahboob Alam who was previously serving as additional DG in ITBP. Alam also held the charge of DG for some time as the government did not appoint a full-time DG. The BSF is also without two Special DGs and one Additional DG.

CISF to cover Ajmer shrine by May end

JAIPUR: The Union government is likely to hand over the security cover of the shrine of Khawaja Moinuddin Hassan Chishty to the Central Industrial Security Force (CISF). Sources said the Centre had already passed the order in this regard before the model code of conduct was in place and will be implemented after it is lifted in May end.

"It is certain that CISF will replace the local police. Once the model code of conduct is lifted on May 16, the ground survey on deciding number of personnel, shifts and lodging place for them in Ajmer will be decided," a senior government official said. He further said top CISF officials are likely to meet officials of Rajasthan to plan and execute the security in the shrine.

The decision came considering the rising criminal incidents, including clashes and pick pocketing. The inefficiency of police in handling the security was again highlighted after violent clashes between two groups at the shrine on Tuesday amid presence of hundreds of policemen and lakhs of devotees during the annual Urs. This incident came as an embarrassment for the local police.

Thousands of devotees found their mobile phones, wallets and luggage missing due to poor security at the shrine.

The handing over of the security of the dargah to the CISF was first proposed by former chief minister Ashok Gehlot in 2008 during the chief ministers' meet in New Delhi. This is not the first incident of clashes between khadims.

CISF enhances security at all airports post Chennai blasts

The CISF on Thursday issued alert across all domestic and international airports in the country to step up security in the wake of the Chennai blasts. The Central Industrial Security Force (CISF) headquarters in New Delhi issued orders asking all Airport Security Groups (ASGs) at 59 airports to tighten access-control, enhance quick reaction teams and undertake multiple screening of suspect passengers.

“We have alerted all the airport units that we are securing in the country in the wake of the blasts. The orders are clear that vigil should be maximum without any hassle to genuine passengers,” Chief of CISF Airport Security O. P. Singh told PTI.

Mr. Singh, who is in the rank of Additional Director General, said the anti-sabotage teams deployed at all the large and small airports have been asked to conduct surprise drills in and around the ‘air side’ and ‘terminal side’ of these facilities even as the intelligence wing of the force has been asked to keep a check on suspect passengers and people moving around the area.

The CISF is the mandated security force that secures 59 civil airports in the country. Officials said the vigil has been heightened to thwart any disruptive activity at these facilities which see lakhs of people travelling every day to destinations in India and abroad.

The security agency has also asked its troops to undertake the ‘secondary point ladder checking’ in case of a suspicious activity or passenger. This frisking is done after a passenger crosses the initial security checking and is just about to board the aircraft.

Two minor-intensity bombs rocked the Guwahati-Bangalore Express at the Chennai Central Railway station early Thursday morning claiming a woman’s life and leaving 14 others injured.

Cleaner held with 6 kg gold at Mumbai airport

A cleaner deployed at the newly built Terminal-2 of the Mumbai international airport has been apprehended for allegedly smuggling about 6 kgs of gold.

According to officials, a Central Industrial Security Force (CISF) jawan deployed for airport security suspected the movements of the cleaner who works at the facility as part of staff of a maintenance firm.

Upon frisking, the CISF authorities recovered close to 6 kgs of gold from his baggage, sources said.

The employee, identified as Ganpath, has been handed over to police and Customs authorities for further probe.


The authorities are also scanning the CCTV footage of the terminal area to check the movements of the cleaner and the people he had met.
