BEFRIENDING TRIBALS: RAYAGADA CRPF SHOWS THE WAY

It has been rightly said building relationship solves scores of issues. This is what CRPF 4th Battalion of Rayagada is exactly striving at.

The relationship score of the Jawans under the leadership of Commandant Balaram Behera has soared and become an eye opener for the tribals living in the interior villages of Rayagada district. The process of confidence building coupled with philanthropic actions has helped the innocent tribals get nearer to the democratic process and development programmes.

In recent civic programmes conducted by the CRPF at Pandratola village of Mukundapur gram panchayat, Anandapur village under Seiskhal gram panchayat and Tembaguda village under Gudari Block, notebooks, pens and pencils were distributed among the school children, while the general public got utensils, water containers and drums.

These three villages are situated amidst deep forest. As Commandant Behera himself is an Odia and has worked in this terrain for a few years, he understands the culture, aspirations and anxieties of the tribals.

Instead of delegating the responsibility to his juniors, he directly interacts with the tribals through a methodology of public hearing and takes their issues to a proper forum at the Government level.  He is complemented by a team of committed Jawans in delivering the responsibility.

The local tribal leaders and the PRI members are also encouraged to speak out without fear. In a shining example, recently Gudari Sarpanch Bilasini Sabar was brave to address a gathering at Tembaguda where Deputy Commandant Kaushal Sadhan Giri, Asst Commandant Anil Kumar, Inspector KK Roy and TR Mishra were present.

As more and more people have come to understand the intricacies of police operations and left wing extremists, drifting towards a violent means has come down drastically in Rayagada; so also human rights violations. On every CRPF Raising Day, their campus goes open for day and night with several cultural extravaganzas. Get into their campus; the Jawans will make you feel at home. There is a small aviary, a vegetable garden, a place specially designed for the pigeons and an aquarium having country fish, etc.

It has created employment by establishing a flour mill and supplying flour at cheaper price. A donation box is kept in the canteen for supporting the cause of orphans, destitute and aged persons. All this is the brainchild of Behera who has gone beyond the traditional police-giri.


CRPF-Rayagada is rebuilding and reaffirming the police-public interface and has shown the way unlike its other companies elsewhere in the State. They have proved that commanding is not by coercion but by winning the hearts. And, of course, philanthropy is a small means towards achieving a noble cause. This has kept everybody’s morale high. Tribals of this hinterland have equally reciprocated.

Women to be inducted as officers in border force for 1st time

Breaking the male bastion in the five decade-old Sashastra Seema Bal (SSB), the government has approved recruitment of young women as ‘combat officers’ in the second largest border guarding force.

The women officers, after induction, will have an opportunity to serve in far-flung border locations of the force which secures ‘open’ and important Indian frontiers with Nepal and Bhutan.

Young women under and up to the age of 25 years will be recruited as direct entry officers in the rank of Assistant Commandants (ACs) and according to sources in the Union Home Ministry, the force will have the trained women officers on ground by late 2015.

Till now, women could only don the combat uniform in the officer cadre in three other central security forces, the Central Reserve Police Force, Central Industrial Security Force and the Border Security Force.

However, women will still not be inducted as officers in the third border guarding force of the country– the Indo-Tibetan Border Police Force– deployed along the China border.

The SSB, in 2007, was the first to recruit women in junior ranks of Constables but since then, the contingents were being commanded by male officers and hence a desire was felt to have women officers in the paramilitary which has close to 1,400 women personnel in ‘khaki’ at present.

The new female officers will be recruited by the Union Public Service Commission (UPSC) as part of the Central Armed Police Forces (CAPFs) Exam-2014.

A total of 136 officers, both male and female, will be recruited this year.

“This is for the first time that women will be commissioned as officers in SSB, a border guarding force. The BSF was allowed to recruit women officers last year and as part of women empowerment in these premier forces, it was thought apt to induct women in combat ranks in this border force,” a senior Home Ministry official told PTI.

The SSB is about 50,000 personnel strong force at present and secures the 1,751-km long Indo-Nepal border and the 699-km Indo-Bhutan border.

Officials say that while having male officers as commanders of women units was not a problem but deputing women as leaders surely sends the message that they are second to none and can accomplish any task as good as their male counterparts.

Under the current exam of UPSC, there will be no cap on the number of women taking up these posts as the selection is based on merit.


After being recruited and commissioned as ACs, these women officers can rise and get promotions to become Deputy Commandants and Commandants of an operational company (about 100 personnel) or a full battalion (approximately 1000 personnel) in the SSB.(PTI)

Civil-military liaison conference organized

To take stock of the emerging security situation in the three districts of Doda, Ramban and Kishtwar, a civil-military liaison conference was held today at Dharmund.

The conference assumes significance in view of the forthcoming elections, various religious yatras especially Amarnath Yatra and Darbar movement.

Important issues like synergy between civil administration, J&K Police and Army to negate any threat to peace and harmony in the area, sharing of intelligence between J&K Police and Army, requirement to keep NH-1A and NH-1-B open at all times by reducing the response time during landslides/ traffic jams and establishment of joint control rooms, were discussed in the conference.

Speaking on the occasion, the General Officer Commanding, Delta Forces aid that peace in three districts of Doda, Ramban and Kishtwar has largely been possible due to joint efforts of Civil Administrations and Security Forces. “We are now entering into yet another critical phase, which will commence with the conduct of Parliamentary elections on April 17  and culminate with the conduct of Assembly Elections in the latter half of the year during which there will be the annual Amarnath and other religious yatras as also the bi-annual move of Durbar, he added.


The conference, chaired by General Officer Commanding, Delta Force, was attended by IG CRPF,  DIG of DKR Range Batote,  DIG (Operations) CRPF,  DC  Doda,  SPs of Doda, Kishtwar and Ramban,  Commandant of 84th Battalion  CRPF,  Commandant of 137 th Battalion  CRPF,   Commandant of 187th Battalion  CRPF,  officers from the State Intelligence Wing   and all Sector  Commanders of Delta Force.

PARAMILITARY FORCES REAL ROLE MODELS

The circumstances in which security personnel work and protect the lives of people, actually they are the real role models; we are not,” said Gautam Gambhir, skipper of Kolkata Knight Riders. The KKR players were in the CRPF 65th battalion camp, Tulsi Baradera, Mandir Hasaud, located on the outskirts of Raipur. They spent about one and a half hours with the jawans Tuesday afternoon. Besides Gambhir, pacer Brett Lee, all rounder Ryan ten Doeschate, batsman Yusuf Pathan and Manvinder Bisla also visited the camp.
The players also interacted with CRPF men. Gambhir described them as real heroes and said that the hard work the CRPF men were doing leaving their families behind is impossible for any one of us to do. Replying  a question of paramilitary personnel about inspiration and people behind his success, Gambhir said, “I always wanted to do something for my country whether it is through sports or the way you people are doing. My family members also supported me much but I did not have any role model.”
 To another query that how would he face his Delhi friend Virendra Sehwag when they would meet on Wednesday, Gambhir said  there is no one friend in the field as both of us is playing for two opposite sides and we both have to win.
Gambhir was of view that better cricket infrastructure should be created in small cities also to groom cricketing talents. He said that an international standard cricket stadium will definitely bring Raipur to global level.
Earlier CRPF IG (Ops- Chhattisgarh) Zulfiquar Hasan said that there are few similarities between cricketers and CRPF men.
Cricketers, play one-day and five-day test matches and fight to win the matches for the nation, in the similar fashion jawans conduct one day, two-day, three-day, five days operations to protect the nation. In the fag end of the visit, the players also inspected the weapons of CRPF and got themselves acquainted with their usage. Latest weapon like X-95, UBGL, LMG, Autofall, SLR, Carbine, AK-47, Rifle Grenade and 51 mm Mortar grabbed the attention of cricket stars.
At the outset, DIG (Administration) Pradeep Chandra, DIG (Provisioning) D Bhattacharya, DIG CRPF Raipur Range Retired Brigadeir Arun Bali,  DIG Bilaspur Range V K Chouhan Commandant 65th Bn SK Singh, Commandant (Intelligence) R K Singh, Commandant 62 Bn Rajiv Kumar Singh and other senior personnel were also present.
