CRPF to honour ‘Juliet’, the female canine for saving troops

On Wednesday, the female canine dug out electric wires of a 20-kg IED hidden at a depth of 2 feet

The CRPF, in a rare instance, has decided to accord one of its highest service honours to an infantry patrol dog whose quick action saved the lives of many troops during an anti-Naxal operation in Odisha.

The female canine, named Juliet, is a Belgian Shepherd Malinois and is the cousin of the breed of canines that reportedly assisted the elite U.S. Navy Seals in sniffing out Osama bin Laden from his safe haven in Pakistan in May 2011. CRPF chief Dilip Trivedi announced a Director General (DG) Commendation Disc, usually awarded to serving personnel and officers for either accomplishing a daredevil task or rendering exceptional service, to Juliet.

The latest episode occurred on Wednesday when Juliet was out for duty in the jungles of Keonjhar district of Odisha.

After about 8-km of patrol, a senior official said, and the squad reached the notorious ‘Sal Ghati’ under Daitri police station area when Juliet diligently began sniffing a mound of earth lying near the dirt track.

Her handler, Constable Zale Singh, goaded her as she promptly dug out the electric wires of a hidden 20-kg IED buried 2-feet deep, which was also fitted with detonators and torch cells for activation.

The patrol squad was immediately alerted by the scout officer, the official said, after which the IED was sanitised.

The bomb disposal team was then called into diffuse the deadly bomb which, once activated, would have claimed many lives.

CRPF bravehearts get Kirti, Shaurya chakra

NEW DELHI: Two bravehearts of CRPF, Bhrigunandan Chaudhary, constable of 205 CoBRA and P.R.Mishra, deputy commandant of 203 CoBRA were on Friday awarded the prestigious Kirti Chakra and Shaurya Chakra respectively, by President Pranab Mukherjee in a ceremony organized at the Rashtrapati Bhawan.

Chaudhary was given the award posthumously. His mother Susheela received the medal on his behalf. Later in the day, the duo was felicitated by CRPF Dilip Trivedi.

Both were awarded the prestigious gallantry awards for showing exemplary courage while fighting Maoists in Bihar and Jharkhand. According to CRPF, constable Chaudhary was leading a group of CRPF men in Chakarbandha forest area of district Gaya (Bihar) on September 8, 2012. The group came under attack from Naxals and a gunbattle ensued. Naxals exploded an IED which critically injured Chaudhary's legs making him immobile. Chaudhary still dragged himself into a trench from where he kept firing until he bled to death.

He even assisted his fellow constable Daleep Singh by changing his gun's magazine and exhorted others to fight fearlessly.

Mishra, who won Shaurya Chakra for neutralising dreaded Naxal leader Jeetendra alias Jeetu, has received five gallantry awards already.

According to CRPF, a joint operation was launched by CRPF from September 6-12, 2012 to neutralise naxal groups congregated at Chatra and Gaya-Palamu trijunction. Mishra formed a core strike group and traversed through the hostile terrain in a pitch dark night with continuous rainfall. "With great risk to his life, Mishra crawled towards the target house. Despite being seriously injured he continued with the assault and as a result the heavily injured naxals had to flee leaving behind dead body of Jeetendra," said a senior CRPF officer.

CRPF is also doing a commendable job of ensuring peaceful elections in the country this year. To date 26 CRPF personnel have died while 37 have been injured during the elctions. In all, the force has recovered 134 IEDs, 60 arms, 548 ammunitions and 860kg of explosives in 53 encounters, till now in this election.

SOP lapses at Dumka, cops under scanner

The Maoist strike on an election party claiming eight lives in Dumka shattered a brief lull in Jharkhand which otherwise witnessed a relatively peaceful three-phase polling, besides raising serious questions over the deployment of paramilitary forces and the state police’s claim of self-sufficiency.

Primary analysis has revealed there were serious lapses in observing the Standard Operating Procedure for which Deputy Commissioner and Superintendent of Police could be held responsible. However, concerned officials were in a bind over taking action against the two as both DC Harsh Mangalam and SP Nirmal Kumar Mishra are considered close to Chief Minister and local MLA Hemant Soren.

The polling officials and Jharkhand police personnel were part of a team that was returning in a mini bus to the district headquarters after polling in the Shikaripara assembly segment. The vehicle hit a Maoist-planted IED on the Sarsajor-Palasi road and was damaged. Poll officials were advised to take buses in a Maoist-affected area and walk back with EVMs to the district headquarters.

Director General of Police Rajeev Kumar said, “We had ensured peaceful elections by keeping strictly to the SOP. We will have to examine what went wrong here.”

Lambodhar Mahato, the sector magistrate travelling in the Tata Magic, allegedly took it to booths 100 and 101, located at primary school in Jamkandar and upgraded middle school in Asma.

But, who gave orders to him? “At the moment, it would be wrong to point fingers at the DC as there is nothing that suggests that he gave the orders,” said Jharkhand’s Chief Electoral Officer P K Jajoria, adding that two sets of EVMs were damaged in the blasts and that there would be a re-poll.

A police source, however, said, “The DC is new, he does not understand the risks. In order to complete the polls early, he allowed the bus to go in.”

While CRPF personnel posted at booth 100 walked, the police personnel boarded the bus. As a result, no CRPF personnel was killed the attack.

Four personnel from the Dumka district police and one from the Garhwa police were killed, while five policemen were wounded. A State Bank of India staffer, a Dairy Development Board employee and the cleaner of the mini bus also died in the attack. At least three civilians, including the driver, sustained injuries.
The incident picks holes in the state’s police claim that it was ready for a central forces-free existence and that only a slack in recruitment was keeping the CRPF here.

There are also questions being raised about force deployment — whether too many CRPF personnel were posted in the urban areas, while poorly-trained district police personnel had to man some high-risk booths.
“The CRPF was in majority in Maoist areas too. But despite us telling them repeatedly to be careful, our police officers simply do not listen,” said the Dumka SP.

Poll officials, 5 CRPF jawans among 12 killed in two Maoist attacks in Chhattisgarh

At least 12 people, including poll officials and CRPF jawans, were killed in two Maoist attacks in Chhattisgarh today.

The first attack took place in Bijapur district where at least five poll officials were killed after the bus they were travelling in was hit by a landmine blast. The driver and helper of the bus were also killed, three others were injured.

The second attack took place in the state's Darbha valley, where an ambulance was blown up using an IED. Five CRPF jawans were killed and six were injured in the blast.

CRPF seizes 400 kg IEDs from poll-bound Maoist zone

Security forces seized about 400 kg explosives in the form of IEDs from Maoist-hit districts across four states where polling was held on Thursday. However, at Bihar's Munger Maoists exploded landmines killing two CRPF men who were part of a team escorting an election officials on way to polling booths.

The biggest recovery was from Bihar where the CRPF, nodal agency for force movement deployment in 2014 elections, seized 225 kg IEDs —135 kg from Gaya and 90 kg from Aurangabad. Besides, about 90 kg explosives were found from Bastar in south Chhattisgarh, about 52kg from Jharkhand and about 20 kg from Odisha, said Zulfiquar Hasan, CRPF IG (operations), who is EC-appointed chief force coordinator.

At Bhimbandh in Munger though a CRPF team was attacked by Maoists. Around 2.30 am, the CRPF team walked about 12 km on mud road before they could take a vehicle. Around 4.30 am, Maoists ambushed the CRPF vehicle. Two CRPF men were killed in landmine blasts followed by a 30-minute gunbattle.

"After the encounter, the CRPF team escorted the polling party to the booths and polling began on time," said Hasan.

This is the same area where Munger SP K C Surendra Babu was ambushed and killed by Maoists in 2005.

In Chhattisgarh's Sukma, part of Bastar parliamentary constituency, three CRPF men were killed in an encounter when Maoists fired at a CRPF team escorting election officials. Three CRPF men were injured in the gunbattle, but polling was held despite boycott call by Maoists. At the end of the day, polling percentage in Bastar was 51.49%. In 2009 LS polls, this was 47.33%.

Two CRPF jawans killed in Bihar on polling day

Two CRPF jawans were killed and three others injured when Maoists triggered an explosive, when they were on way to a polling station in Jamui parliamentary constituency of Bihar early morning, police said.

CRPF and Bihar Police team were travelling in two jeeps when the Maoists triggered an IED planted under the bridge they were crossing, near Sawa Lakh Baba Mandir at the entrance of Bhimbandh jungle, DSP Khargpur Ranjan Kumar said.

The two CRPF jawans succumbed to their injuries on way to a hospital while the three other injured were taken to the Sadar Hospital in Munger district, about 170 km from State capital Patna.

The incident took place at around 5:30 a.m., one and a half hour before the start of polling in Jamui (SC, reserved) constituency.

LJP President Ram Vilas Paswan’s son Chirag Paswan is in the fray from the Jamui parliamentary constituency against Bihar Assembly Speaker Uday Narayan Choudhary of JD (U) and Sudhanshu Shekhar Bhaskar of RJD.

Six parliamentary constituencies of Bihar, including Jamui are going to polls in the first phase of the elections in the State on Thursday.

All six constituencies — Jamui, Aurangabad, Sasaram, Gaya, Nawada and Karakat — are located in the Naxal-affected areas in the State.

Maoists had earlier given a call for a poll boycott.

Narrow escape for BSF personnel as Maoists trigger IED blasts

MALKANGIRI, Odisha: A group of BSF personnel had a narrow escape when two explosive devices planted by Maoists went off in Kalimela area of Malkangiri district in Odisha on Sunday.

The explosions took place within a short interval when the BSF personnel had gone to the area near MPV-31 village to remove posters and banners put up by Maoists asking people to boycott the ensuing polls, Malkangiri superintendent of police Akhileswar Singh said.

The blasts took place minutes after the BSF party had completed its operation and was leaving the site, police said.

While no BSF personnel was hurt in the incident, two cows were killed as the improvised explosive devices (IEDs) went off when they apparently stepped over them, Singh said.

A police force was sent to the area after the incident and security personnel were maintaining a strict vigil.


The incident is being viewed as a move by the Maoists to disrupt the poll process.

Value of the life of a CRPF jawan in India?

What is the value of the life of a CRPF jawan in India? Perhaps extremely low and that is why neither the country nor the Government react much if CRPF jawans get killed with impunity time and again by the Maoists. In April 2010, 75 Jawans of CRPF and 1 of the Chhattisgarh State Police were brutally massacred by the Maoists in Dantewada region of Chhattisgarh. Even when they were dead, their bodies were brutally mutilated by the Maoists to instil fear among others. In July 2010, the Maoists derailed Gyaneshwari Express in West Bengal leading to death of 150 innocent people. In between there have been several such attacks in which hundreds of police personnel and innocent civilians have been killed of police personnel, and Maoists even going to the extent of opening up the stomachs of dead soldiers and planting IED explosives with timers inside and then stitching them up again so that when the bodies are carried back to hospital bombs would set off then, killing more people. The Maoist attack on CRPF jawans in Chhattisgarh last Tuesday in which 16 police personnel were killed was a repeat of what has become a routine. Had it been any other country, it would have collectively gone for a total war against the perpetrators of such heinous crimes but not India. Thus the attacks kept on happening and the hapless Indian kept on paying the price.

A Clueless Central Government Each time, after a Maoist attack, the official statement from Government of India has been either that It is too early to comment or that warnings were given to the respective state about such attacks or that Law and Order is a state subject and that it is the responsibility of the concerned state government to take care of it. Even before investigations on one such attack gets over and blame games continue, news of another such attack creeps in. When no defence works, one can hear the Ministry of Home Affairs singing the same old song of not having any concrete intelligence inputs about the impending Maoist attack, as if the Maoists were supposed to courier or email their next destination of attack before committing the attack. The Heinous Effort of the Left Liberal to Justify Maoist Terror - The issue of relentless Maoist attacks and the brutal killing of hundreds state police and central police personnel is just one aspect of it.

The other shocking aspect is the manner in which even today there are people in the intellectual echelon of the Indian society who still try to justify the actions of Maoists. There is no dearth of the likes of Arundhuti Roy and her ilk who would say that the Maoists are doing it for the rights of the hapless poor tribals (sic!!). Nothing is far from the reality than this. The Reality of Maoists- Brutal and Ruthless Till 2013, in just five years, more than 2500 civilians had been brutally killed by Maoists and on most occasions, the victims have been hapless tribals of India. In 2009, the Maoist had beheaded Inspector Francis Induwar, a tribal, in Jharkhand. The nation was shaken by the cry of the child of Francis Induwar who had vowed to grow up and become a police officer to take revenge on the Maoists for the death of his father. In July 2013, the Superintendent of Police of Pakur district in Bihar, Amarjeet Balihar, a tribal too, was killed along with his security personnel in an ambush by the Maoists. In between, there have been countless such incidents of killing of tribals. Incidentally, a sizeable proportion of police personnel fighting the Maoists are tribal and the Maoists have been more brutal on them.

There have been several instances where it became clear that Maoists have been forcing hapless tribal villagers to make their children join Maoist movement. On several occasions it became apparent how the Maoists have often used children and women as human shield when attacked by Police. And yet, as a nation, India prefers to remain under the illusion that Maoists are messiah for the poor. Yet it is not just the police and the hapless tribals who have been at the receiving end. Attempts were made on the lives of former Chief Ministers of Andhra Pradesh and West Bengal namely, Chandra Babu Naidu and Buddhadeb Bhattacharya. In the recent past several top politicians of Congress were killed in an ambush in Chhattisgarh.

The Systemic Problems of India's Policing System- No prize for guessing that the Indian policing system is today in a mess and suffer from a large number of deficits, the biggest of them being complete lack of decisive leadership. Be it the Central Police Forces or the State Police Forces, most the senior positions are held by IPS officers. And the biggest grievance of the police forces engaged in anti-Maoist operations continue to be the fact that their senior officers never lead from the front. It is extremely rare to find a senior IPS officer leading men from the front in the anti-Maoist operations, even though there were exceptions like K Vijay Kumar who as Director General of CRPF always was by the side of his jawans. But he was an exception.

On most occasions the CRPF and the state police forces are led by Sub-Inspectors or Inspectors during operations while at times one would find Assistant Commandants or Deputy Commandants of CRPF joining the operations, neither being an IPS. Sad part is that on most occasions the men on the ground are given directions by their senior officers who prefer to be at a safe distance. In fact it was reported in 2012 in an article published in The Telegraph, how a top level Indian Army officer had told the then Home Secretary "Get your IPS officers to command battalions and lead from the front instead of making them babus behind desks."

It was similarly reported by India Today in 2012 as to how a large number of top level posts in the Indian Central Police Forces have remained vacant because of the reluctance of IPS officers to get posted in difficult and challenging terrains. Is it possible for any police force to ever win a battle against perpetrators of crime if top leadership's commitment to lead from the front remains a questionable issue? One would simply have to ask the hapless CRPF or the state police jawan battling the Maoists in the deep forests to find out as to how many times he found top officers of his battalion by his side in the battlefield.

The management of the Central Police Forces in this country have been so lacklustre and so much devoid of any imagination or rather common sense, that over the last four years alone more than 16,000 CRPF jawans and including many officers quit the force. In the last few years more than 65,000 have quit jobs from all Central Police Forces, a further reflection of the sheer mismanagement of the Central Police Forces in India, especially at a time when it has been facing major internal security challenges from all fronts.

The Mismanagement of Central Police Forces The shocking saga is the manner in which CRPF has been used as nothing less than a beast of burden with companies and battalions of CRPF being made to be on harsh anti-Maoist and counterinsurgency duties all the year round. In most cases they are made to be in J&K, then posted to Norhteast and then back to Maoist regions followed by J&K again. In between they would be taken to any part of the country wherever there is a law & order problem or would be deployed for election duty. For all practical purposes it is impossible for a normal human being to be on harsh duties for whole of the year. The Army makes it a point to have timely rotation of duties between field posting and peace time postings but not the Central Police Forces. The CRPF japans hardly get leave on time since being far away from their battalion headquarters (another major reflection of mismanagement), sanctioning of leave take lot of time. In addition to that, very high level of stress, lack of even the very basic amenities, worst kind of living conditions, shortage of basic necessities and a hopelessly ridiculous promotional scheme wherein most japans of CRPF remain at the constable rank for almost 20 years before getting the first promotion to the rank of a Head Constable, have all contributed to the creation of the mess, In 20 years of service , a jawan of the Indian Army becomes a Junior Commissioned Officer while a Central Police jawan can at best hope to become a Head Constable.

When Will India Wake Up? But before everything else, the nation as a whole would need to decide as to whether it wants to continue with this mayhem or solve it forever. It needs to decide if it wants to fight the war against Maoists or let them continue with the mayhem and brutal killings. It is either India fight the war against Maoists in the manner in which a war is supposed to be fought or it not fight it at all. But let us not fight half a war. A war against terror cannot be won with demotivated soldiers and self-serving top officers. If India has to win the war against Maoists, it has to make sure that its foot soldiers are given their dues in terms of timely promotion, adequate compensation, timely leave, rotation of posting. Further, they need to be led from the front by the top officers. The legacy of deputation of IPS officers in the Central Police Forces need to be replaced by more avenues for the officers of the Central Police Forces who should be restructured into an organised cadre.

It is also imperative for the nation as a whole to come out of the illusion that Maoists are a good lot. Today they have been reduced to nothing less than an organised crime syndicate or a terror group which is brutal, which is exploitative and which has a dangerous agenda. Most of their top leaders are filthy rich and dream of ruling India one day after brutal suppression and devastation of the Indian state that they want to bring. And the hapless tribal is their cannon fodder for all this. It is time the Indian state wakes up before it is too late. India has been extremely successful in quelling terrorism in J&K, Punjab and in Northeast. There is no reason why it cannot root out the Maoist menace.
