BSF जवानों को भी नरेन्द्र मोदी से ‘अच्छे दिनों’ की उम्मीद

बाड़मेर: पाकिस्तान से लगी पश्चिमी सीमा पर तैनात सीमा सुरक्षा बल के जवानों को प्रधानमंत्री नरेंद्र मोदी से उसी प्रकार रोजमर्रा की समस्याओं के समाधान की आशा है, जिस प्रकार उन्होंने गुजरात के मुख्यमंत्री के तौर पर कच्छ में बी.एस.एफ जवानों की पेयजल की कमी समेत अन्य कई समस्याओं का स्थायी समाधान किया था। 

सीमा सुरक्षा बल की 99 बटालियन के कमांडैंट एम. एल. गर्ग ने कहा कि बल को नरेंद्र मोदी के प्रधानमंत्री बनने के बाद पूरी उम्मीद है कि आने वाले दिनों में कच्छ की तरह ही अन्य सीमाओं पर तैनात बल के जवानों की हर समस्या का समाधान करेंगे। ऐसा होना जवानों के लिए अच्छे दिन की शुरुआत होगी।

 उन्होंने कहा कि गुजरात के मुख्यमंत्री रहते हुए नरेंद्र मोदी के वर्ष 2010 में कच्छ सीमा के दौरे के दौरान सीमा सुरक्षा बल की 99 बटालियन के जवानों ने उन्हें पानी की समस्या से अवगत कराया था, मोदी ने जवानों की समस्या को न सिर्फ गंभीरता से लिया बल्कि महज 6 माह में 30 किलोमीटर लम्बी पाइपलाइन से कच्छ के सीमा सुरक्षा बल के जवानों को नर्मदा का मीठा पानी उपलब्ध कराया।

 केंद्र में सत्ता परिवर्तन के साथ ही पाकिस्तान से लगती पश्चिमी सीमा पर तैनात सीमा सुरक्षा बल को नई सरकार, खासकर नरेंद्र मोदी के प्रधानमंत्री बनने से आने वाले समय में अच्छे दिनआने की उम्मीद है।

 बल का मानना है कि नरेन्द्र मोदी ने गुजरात के मुख्यमंत्री रहते हुए जिस गंभीरता के साथ कच्छ में तैनात सीमा सुरक्षा बल के जवानों की पानी की समस्या को समझा और उसका तत्काल तथा स्थायी निराकरण किया। ठीक उसी तरह बल के जवानों की समस्याओं का समाधान करेंगे।

Four NLFT ultras surrender to Assam Rifles

AGARTALA, May 30 – Four insurgents of outlawed National Liberation Front of Tripura (NLFT), who fled from their hideouts in neighbouring Bangladesh, have surrendered to Assam Rifles in North Tripura district, the police said today.

The ultras identified as Parimal Debbarma, Mohan Kumar Koloi, Dayananda Tripura and Bibhas Tripura surrendered at the Assam Rifles camp at Anandabazar yesterday and deposited one carbine and one pistol. The police said the ultras were involved in kidnapping and extortion.

During interrogation, the ultras said that their outfit was facing fund crunch as their operations were almost stopped due to deployment of Tripura State Rifles (TSR), a paramilitary force specially trained in anti-insurgency operations in strategic positions and proactive action of security forces in Bangladesh against them.

NSG Team Assesses Security Ahead Of Shree Jagannath Rath Yatra

An eight-member team of the National Security Guard (NSG) led by IG (Operations), Odisha Soumendra Priyadarshi took stock of the security measures at the Shree Jagannath Temple and also the security arrangements for the ensuing Rath Yatra here.

During the visit to the temple, the team reviewed the stepped-up security measures at the four gates, the Koili Baikuntha, the sanctum sanctorum and all the shrines around the main temple.The team also examined the close-circuit cameras installed at several points and found some of these not working. The NSG officials also suggested for installation of additional CC cameras at certain crucial points inside the temple.

Later, the officials went to the CCTV control room and watched the visuals. They also took note of the shortcomings of the system in the control room. The team inspected the watchtowers erected along the four sides of the temple boundary wall (Meghanad Pacheri) and noted down their suggestions for a better strategic surveillance.

The team, which spent 90 minutes inside the temple from 11 am to 12.30 pm, did not share the details of their Puri visit with the media for ‘security reasons’.However, sources said the NSG officials, in association with the local police, had a mock drill inside Hotel Mayfair here in the late night hours. The mock exercise in the seaside hotel was basically a rehearsal of an anti-terrorist operation, sources said.

Subject: - Eligibility of officers to be considered for promotion by DPC- Fixing of Crucial Date – Regarding.
The undersigned is directed to invite reference to the Department of Personnel and Training’s Office Memorandum No. 22011/3/98-Estt(D) dated September 17, 1998 regarding subject mentioned above, which provides that the crucial date for determining eligibility for promotion in case of financial year-based vacancy year would fall on January 1, immediately preceding such vacancy year and in case of calendar year-based vacancy year also, the first day of the vacancy year i.e.1st January itself would be the crucial date.

2. In case of financial year-based vacancy year, there is a clear gap of 3 months between the crucial date of eligibility and the date of commencement of vacancy year i.e. between January 1 and April 1. Due to this gap, for any such vacancy year, even if the Departmental Promotion Committee (DPC) meeting is held in time as per the Model Calendar, there is always a possibility of few officers not fulfilling the eligibility criteria as on the crucial date of eligibility, though they are fulfilling the same as on the date of commencement of the vacancy year.

3. The matter has been examined in consultation with Union Public Service Commission. It has been decided that the crucial date of eligibility shall be 1st April of the vacancy year in case of financial year based vacancy year i.e. where the Annual Performance Appraisal Reports (APARs) are written financial year-wise. In case of calendar year based vacancy year, i.e. where APARs are written calendar year-wise, the crucial date of eligibility shall remain as 1st January of the vacancy year. These instructions shall come into force in respect of vacancy year 2015-16 (financial year) commencing from April 1, 2015 and vacancy year 2015 (calendar year) commencing from January 1, 2015 and shall, accordingly, be applicable to all such subsequent vacancy years.

4. These instructions shall be applicable to all services/posts All Ministries / Departments are requested to bring these instructions to the notice of all concerned including attached and subordinate offices.

Drones monitor Maoist movement

Patna, May 29: Two drones were pressed into service in the past couple of days to monitor Maoist movement in areas considered inaccessible for security forces in the state.

A source in the police headquarters said Central Reserve Police Force (CRPF) used the drones — unmanned aerial vehicles — in anti-Maoist operations in Aurangabad, Gaya and Jamui districts. The operation was conducted on Tuesday and Wednesday in dense forests and hilly terrains, including Aurangabad’s Chanho forest area.

The ministry of home affairs has provided the drones to the state to conduct anti-Maoist operations. They were used to contain activities of the rebels in Chhattisgarh and Andhra Pradesh.

A CRPF officer said: “For the first time, drones are being used for anti-Maoist operations in Bihar. Though the CRPF have had the devices for long, they were not being used properly.”

Equipped with global positioning system (GPS), the drones relay real-time location, movement of Maoists and conversation on the ground.

CoBRA (Commando Battalion for Resolute Action) deputy commandant T.P. Singh said the drones made sorties in Aurangabad, Gaya and Jamui district. These districts have recorded the most number of Maoist incidents in the recent past. He revealed that the drones had been pressed into service to keep an eye on Maoists’ movements in their strongholds in the north Bihar plains and forest areas of south and central Bihar.

The Chakarbandha forests in Gaya’s Dumaria block still posed a stiff challenge for the security forces, but Singh said they would focus on the areas soon. “It is easier to carry out operations in the plains than in the hilly terrain. Chances of encounter with the Naxalites are more in the hilly terrain,” Singh added.

A senior officer associated with the anti-Maoist operations said after the induction of the drones, the security personnel have been able to pick up conversation on the ground and movement of the Maoists. “The drones flash real-time images of the movement and conversation of the Maoists and send the data immediately to the commandos. We can also get pictures of the exit routes of the rebels with the help of the drones and take action accordingly,” the officer said.

In 2013, as many as 42 civilians and 27 security personnel were killed in anti-Maoist operations. Senior officers said the drones would allow the security forces to further crack down upon Maoists.

Inspector-general (operations) Amit Kumar said at least 36 Maoist leaders, had been arrested in the state recently. Santosh Ram, an alleged Maoist involved in the murder of a police officer in 2009, was arrested from Muzaffarpur today.

He added: “We have been able to catch several Maoists evading arrest for decades. Since most of the incidents have been reported from Jamui, Aurangabad and Gaya districts, our focus is to contain the rebels’ activities in those areas first.”

The CRPF has been assigned the task to combat Naxalism in the country. Sources said 23 companies of the CRPF and two CoBRA companies have been deployed in Bihar for anti-Maoist operations.

AR conducts computer courses for youth at VTC Jalukie town

As part of employment through skill development programme of youth, 18 Assam Rifles (AR) under the aegis of HQ 6 Sect AR has been sponsoring youth from the Peren district for Computer Courses at Vocational Training Centre (VTC), Jalukie.

In a press release, IGAR (N)’s PRO stated that the aim of the course was to develop skills in computer literacy and empower the youth for seeking employment. The first batch of 36 students from Jalukie and neighbouring villages successfully completed the computer course on March 28 and the second batch, which includes 31 students, is undergoing training.  6 Sector Assam Rifles Commander along with commandant, 18 Assam Rifles interacted with the students at VTC and motivated them to obtain maximum benefit from the course. He also interacted with the GBs and village elders of villages near Jalukie and assured them of continued assistance from AR. Meanwhile, GBs and local population expressed gratitude to AR for undertaking such ventures.

Assam Rifles headquarters jolted with a bomb blast

Assam: A bomb explosion was reported outside the Assam Rifles (AR) office in the capital of Manipur, Imphal.

According to the latest update, the explosion killed one while 8 others were left injured. However, the reason behind the bombing has yet to be unearthed.

Police have started the investigation process in the incident. We will keep you updated with the news from the sight.

Assam Rifles is the paramilitary force of India based in Manipur. They have been facing attacks many times by the rebellious groups of the state. The militant outfits like United National Liberation Front, People’s Revolutionary Party of Kangleipak, Kanglei Yawol Kann Lup and Kangleipak Communist Party had clashes with Assam Rifles (AR) force.

AR post near Myanmar border was attacked by terrorists on the Republic Day along with four other explosions in Manipur.

Despite of high security in the area attacks are consistent as recently an AR force jawan was killed in an encounter against Naga militants. It happened when AR force stopped a vehicle due to suspicion but the tenants started firing, which took place for an hour.

The latest explosion can be the work of militant groups but investigation is still on.

Rs.10 crore express pipeline for BSF jawans guarding international border

A meeting on water supply situation in Banaskantha district was held by district collector Mahendra Patel. The water supply situation was reviewed thoroughly in this meeting. Rs. 78 crore works proposed by Water supply department were approved in this meeting which includes Rs. 10.39 pipe line upto Tharad taluka’s Morrila village, Rs. 8.36 pipe line upto Lunal village, Rs. 10.57 lakh pipe like upto Mahadevpur, Rs. 9.19 lakh line in Gadsigar village, Rs. 10.37 lakh pipe line between Karbun to Savarkha village, Rs. 4.50 lakh work of well in Amirgadh taluka’s Virampur village and Rs. 14 lakh works for Khemrajiya village.

Collector Mahendra Patel said that the government has planned Rs. 10 crore express pipe line to provide pure water to BSF jawans on international border from Devpura filter plant.

He said villages close to Narmada canal are provided water as per their demand. Till now 17 village reservoirs are filled with Narmada water. Online tenders are approved for water supply through tankers in needy village.

Two BSF men injured in Odisha landmine blast

Bhubaneswar: Two BSF personnel were on Wednesday injured in a landmine blast carried out by suspected Naxals in the Malkangiri district of Odisha.

Officials said that a Border Security Force team was on an anti-Naxal operation task in the jungles of the district when an encounter took place between the personnel and the ultras.

Two BSF men--an Assistant Sub-Inspector and a jawan-- were injured after landmines that were placed alongside the track were blasted, they said.

The incident occured around 0930 hours and the injured personnel were being evacuated by an IAF chopper, they said.

Director General Assam Rifles visits Manipur

IMPHAL, May 28: Lieutenant General R K Rana, Director General Assam Rifles arrived in the state on a two day visit to HQ IGAR(S), informed a statement of the PRO IGAR (S).

It said during his visit, the DGAR was briefed on the prevailing security situation in the State by IGAR(S) and reviewed the operational preparedness of the formation.

He lauded the efforts of the Assam Rifles for maintenance of peace and harmony in the State and appreciated the efforts of IGAR(S) and further conveyed his support to various developmental projects in the state in coordination with the civil administration and local populace, it said.

Earlier in the day the Director General Assam Rifles along with IGAR(S) called on the Governor of Manipur, VK Duggal and Chief Minister Okram Ibobi Singh and assured the full cooperation of the Assam Rifles in all fields for the overall development of the State, said the HQ IGAR (S) in a press release.

40,000 detonators recovered in Mizoram

In a joint operation, Assam Rifles personnel and police recovered 40,000 detonators from Bawngkawn locality here.

The police said that the detonators were being smuggled to Myanmar.

"We have been receiving intelligence inputs that the detonators were being smuggled to Myanmar in large quantity, but this is the largest-ever haul till date," a police officer said.

The detonators were seized yesterday.

Two Myanmarese nationals identified as Zabika (49) of Falam area and Thawnga (37) of Kalemyo area were arrested in this connection and charged under relevant sections of the Explosives Act.

The detonators, made by Hyderabad-based Explosive Division of the Gulf Oil Export Corporation Ltd, were worth around Rs 8.4 lakh in the local market, the police said.

CISF holds summer camp for troopers' children

As part of its initiative to train the forces' budding talent in sporting activities, paramilitary CISF has begun a lawn tennis summer camp for the wards of its personnel and jawans here.

The initiative is being conducted by the wives' welfare association of the force which recently decided to undertake career-building courses for the families and children of the paramilitary troopers.

A total of 68 children across various age groups have been enrolled in the 12-day special summer camp where they will be trained in lawn tennis, a CISF official said adding the logistics for the camp will be provided by the association called 'Sanrakshika'.

A number of similar other initiatives, including career- counselling sessions, will be held under the aegis of the association, a CISF official said.

NSG security drills in Bhubaneswar

BHUBANESWAR: In the wake of recent visit of two Indian Mujahideen operatives to the state capital and Puri, the National Security Guard (NSG) has decided to conduct security drills at these places on Wednesday.

While police are tight-lipped about the 'mock' operation, sources said some NSG officers reached here on Tuesday. "It is their (NSG) secret drill. We cannot disclose anything," special DGP (headquarters) Sanjeev Marik told TOI.

This is for the second time the elite central armed police force chose Bhubaneswar for the exercise. On January 2, NSG officers carried out drills at a star hotel and a private university here.

Though police refused to divulge the locations identified by the NSG, sources said the agency would conduct mock drills at a hotel near Bhubaneswar railway station and another hotel in Puri.

Police said the objective of the mock drill was to sensitize police and hoteliers about precautions to avoid any untoward incident.

"The NSG officers will assess the threat perception and advice hotels on upgrading their security system," a police officer said.

The NSG authorities are likely to meet DGP and other senior government officers on Thursday and discuss security measures at Jagannath Temple in Puri.

Odisha police recently said they would take the advice of central armed police forces to upgrade security at the 12th century shrine, which is one of the high-risk category temples in the country. With mega Nabakalebar scheduled for 2015, they want to plug the loopholes in their security mechanism.

"We do not want to leave anything to chance. Since IM operatives claimed to have planned attacks during this year's Rath Yatra, we will seek recommendations from NSG authorities to improve security arrangements ahead of the festival," the police officer added.

Buddha idol worth Rs 1 cr recovered in Bihar

Ancient Buddha idol worth Rs 1 crore seized from a man by security forces in Bagaha

An ancient idol of Lord Buddha valued at Rs 1 crore was seized from a man by security forces in Bihar's West Champaran district today, police sources said.

A joint operation by the Bihar Police and Sashastra Seema Bal personnel was conducted on a tip-off by intelligence sources that a man named Vinod Tiwary was transporting the idol on his motorcycle, the sources said.

The man was intercepted near Chakhani village under Nagar police station.


The idol weighing 11 kilogrammes was valued at over Rs 1 crore, they said, adding that the man was being interrogated.

The Welfare and Rehabilitation Board (WARB) for the Ex-Central Armed Police Force Personnel under the Ministry of Home Affairs has been set up to look after their welfare, rehabilitation and redressal of grievances.

The Board has decided to update the latest data of retired CAPF personnel and upload the same on the website of the Board.

The Board request ex-CAPF personnel to update their latest address, Mobile No. on the WARB website www.warb-mha.gov.in


All ex-CAPF personnel may update their data accordingly. They can also send the data by e-mail secywarb-mha@nic.in to the Board.

Afghan President Hamid Karzai lauded the Indo-Tibetan Border Police

NEW DELHI: Even as India has stopped short of blaming any Pakistan-based terrorist group for the attack on its consulate in Heart last Friday, Afghanistan President Hamid Karzai has blamed the Lashkar-e-Taiba for the strike that was foiled by Afghan security forces and Indian paramilitary forces. Karzai, who met Prime Minister Narendra Modi in Delhi on Tuesday, claimed that the Afghanistan government had received information from a Western intelligence agency that the attackers belonged to the LeT.

This is not first time that the LeT has been blamed for an attack on the Indian Embassy or consulates in Afghanistan. The Afghanistan President did not name the agency, which gave a written report to the Afghanistan government in this regard. Besides, Karzai, whose comments came at a time when Pakistan Prime Minister Nawaz Sharif was still in India, did not blame Pakistan directly for the attack in Herat last Friday. Karzai shared the information with a select section of the media on Tuesday before leaving for Kabul. He was in India to participate in Modi's swearing-in ceremony held on the previous evening.

The outgoing Afghan President also lauded the Indo-Tibetan Border Police (ITBP) personnel and the Afghan National Security Forces for their response. "Herat attack was very clearly a terror strike against Indian and Afghan interests. The Indian and Afghan security forces were alert and they prevented major damage to life and property," Karzai said. While he did not specify whether he had shared the information with Modi, he is understood to have shared information with the Indian authorities.

Asked whether India and Afghanistan were victims of cross-border terror emanating from Pakistan, Karzai said, "Both Afghanistan and India hope that Islamabad would act against terror sanctuary." Pointing out that India has been a great friend of Afghanistan for decades, Karzai said, "We have given a weapons wish list to the Indian government. Some equipment has been supplied and the remaining will hopefully be done." India has worked out a deal with close ally Russia to supply arms as desired by Afghanistan. Responding to a question on whether a Taliban government could return to Kabul, Karzai said, "All powers in the region need to come together to defeat terror."

BSF-Pakistan Rangers games may be a reality soon

AMRITSAR: The possibility of holding sports events between the border guarding forces of India and Pakistan has strengthened after prime ministers of the two neighbouring countries expressed hope of normalizing ties after their meeting in Delhi on Tuesday.

"The issue is under consideration and there is a possibility of beginning of sports events between the two forces in the near future," said BSF's frontier inspector general A K Tomar.

Director Generals of BSF and Pakistan Rangers had agreed in 2010 to regularly hold volleyball or football matches between jawans of the two countries. Besides, the top brass of the two forces had also decided to set up hotline at sector commandant level.

Sources said Pakistan didn't show any interest in holding friendly matches between the two forces under pressure from hardliners and anti-India forces on earlier occasions. They said after the meeting of Narendra Modi and Nawaz Sharif there could be a paradigm shift in Pakistan's attitude.

Tomar said that in their last meeting with Pak Rangers they had made the proposal and they were quite receptive of it.

Border Security Force (BSF) has released recruitment notification for the496 0f ASI, HC (RO) and HC (Fitter) vacancies. Border Security Force (BSF) is established in 1965 and it is a Border Guarding Force of India. It is the largest Border Guarding Force in the world. BSF IMPARTING SPECIAL TRAINING TO NEWLY RECRUITED OFFICERS

To give a practical experience of camp life and other adventure activities to the newly recruited officers, the Border Security Force (BSF) is imparting special training sessions.

Under the aegis of BSF Institute of Adventure and Advance Training Doiwala, Dehradun, 70 Assistant Commandant Trainees of BSF Academy Tekanpur (MP) started their two-week training at Dhanaulti area on Monday.

The training programme was inaugurated by Commandant Rajkumar Negi. He said that the aim of the programme was to inculcate virtues of bravery and facing adversity in the fast changing scenario.


The trainees would be imparting skills like white-water rafting, river crossing, trekking, jungle safari and rock climbing during the programme. It is pertinent to mention here that the BSF Institute of Adventure and Advance Training did a commendable job during the Kedarnath tragedy last year and undertook a massive rehabilitation work in many affected villages in the Kalimath area of Kedar valley. BEFRIENDING TRIBALS: RAYAGADA CRPF SHOWS THE WAY

It has been rightly said building relationship solves scores of issues. This is what CRPF 4th Battalion of Rayagada is exactly striving at.

The relationship score of the Jawans under the leadership of Commandant Balaram Behera has soared and become an eye opener for the tribals living in the interior villages of Rayagada district. The process of confidence building coupled with philanthropic actions has helped the innocent tribals get nearer to the democratic process and development programmes.

In recent civic programmes conducted by the CRPF at Pandratola village of Mukundapur gram panchayat, Anandapur village under Seiskhal gram panchayat and Tembaguda village under Gudari Block, notebooks, pens and pencils were distributed among the school children, while the general public got utensils, water containers and drums.

These three villages are situated amidst deep forest. As Commandant Behera himself is an Odia and has worked in this terrain for a few years, he understands the culture, aspirations and anxieties of the tribals.

Instead of delegating the responsibility to his juniors, he directly interacts with the tribals through a methodology of public hearing and takes their issues to a proper forum at the Government level.  He is complemented by a team of committed Jawans in delivering the responsibility.

The local tribal leaders and the PRI members are also encouraged to speak out without fear. In a shining example, recently Gudari Sarpanch Bilasini Sabar was brave to address a gathering at Tembaguda where Deputy Commandant Kaushal Sadhan Giri, Asst Commandant Anil Kumar, Inspector KK Roy and TR Mishra were present.

As more and more people have come to understand the intricacies of police operations and left wing extremists, drifting towards a violent means has come down drastically in Rayagada; so also human rights violations. On every CRPF Raising Day, their campus goes open for day and night with several cultural extravaganzas. Get into their campus; the Jawans will make you feel at home. There is a small aviary, a vegetable garden, a place specially designed for the pigeons and an aquarium having country fish, etc.

It has created employment by establishing a flour mill and supplying flour at cheaper price. A donation box is kept in the canteen for supporting the cause of orphans, destitute and aged persons. All this is the brainchild of Behera who has gone beyond the traditional police-giri.


CRPF-Rayagada is rebuilding and reaffirming the police-public interface and has shown the way unlike its other companies elsewhere in the State. They have proved that commanding is not by coercion but by winning the hearts. And, of course, philanthropy is a small means towards achieving a noble cause. This has kept everybody’s morale high. Tribals of this hinterland have equally reciprocated.

Lt Gen R K Rana new Assam Rifles DG

SHILLONG: Lt Gen R K Rana, recipient of the Sena and Vishisht Seva medals, was appointed the 28th director general of the Assam Rifles on Monday.

"Lt Gen Rana was commissioned in June, 1976, in the Rajputana Rifles and has a coveted career profile both in command and staff appointments," said the army statement announcing his appointment.

"The new DGAR had commanded an infantry battalion in counter-insurgency operations, a mountain brigade in a high-altitude area, an infantry division on the India-China border and the Special Frontier Force in cabinet secretariat. On staff assignments, the general officer has held the important assignments of general staff officer 1 (operations) of an infantry division, director (operational logistics at the Army headquarters, colonel general staff of an area headquarters, deputy director general (welfare) at the Army headquarters and general officer commanding of an area headquarters," a Assam Rifles spokesperson said.


The general is an alumnus of Sainik School, Karnal, and National Defence Academy, Khadakvasla, and Defence Services Staff College, Wellington. "He has done instructional tenures at the National Defence Academy, Khadakwasla, the commando wing, Belgaum, and the Infantry School, Mhow, and is an all-round sportsman having excelled in boxing, football, swimming and firing," the statement added.

Herat attack: ITBP DG, officers’ rush to Afghanistan

A team of senior ITBP officers, led by force chief Subhas Goswami, has been rushed to Afghanistan to take stock of security preparedness at all Indian missions in the war-torn country in the backdrop of the recent attack on the Consulate in Herat.

Officials said Director General Goswami and his officers, drawn from the operations and intelligence wings, will tour the Indian Embassy in Kabul and its four Consulates in Jalalabad, Mazar-e-Sharif, Kandahar and Herat and they are expected to meet the Indian Ambassador and local Afghan police and administrative authorities.

“The team will take stock of security arrangements at all the Indian missions which include the Kabul Embassy and other Consulates which are under the security cover of the Indo-Tibetan Border Police in Afghanistan,” official sources said. The team will prepare an assessment report after their return from the country, they said.

ITBP troops had repulsed and averted an audacious attack on the Consulate in Herat on May 23 when four heavily armed terrorists tried to breach the security of the mission. The force, recently in April, bolstered the security of not only the Herat mission but other Consulates and the Embassy in Kabul by deploying a fresh squad of 79 commandos who were distributed equally amongst all the five locations. The touring team will also look into the requirements of additional logistical and operational gadgets of the paramilitary troops deployed at these installations.


The force has beefed up security at all these locations and a high alert has been sounded in the wake of the latest incident.

JKP & BSF personnel awarded by Northern Army Commander

Srinagar, May 25, (Scoop News) - Northern Army Commander Lt Gen Sanjiv Chachra left for Udhampur after concluding his visit to Kashmir valley. He visited forward areas and discussed security related issues with Hon'ble Governor, Hon,ble Chief Minister J&K and high ranking officials.

During his visit Army Commander reviewed overall security situation in valley particularly on Line of Control. On 23 May and 24 May 14 he visited many forward posts in Kupwara and Baramulla divisions and interacted with officers and troops deployed there. He was briefed about the security situation on Line of Control and measures in place to check infiltration.

He called on NN Vohra, the Governor of Jammu and Kashmir wherein he discussed the security situation in the state. On the first day of the visit, the Army Commander had met the Honourable Chief Minister Omar Abdullah and discussed the prevailing security situation in the State.

Today, before departing to his Udhampur based Northern Command Headquarters the Northern Army Commander paid rich tributes to the Martyrs by laying wreath at the Badami Bagh War Memorial in a solemn ceremony. In a separate award ceremony organised at Badami Bagh, Army Commander awarded commendation cards to the persons of Army, JKP and BSF for their exemplary performances in Counter Terrorist operations and commitment to their duties.


Army commander expressed his satisfaction over his visit and lauded Chinar Corps in environmental security and sustaining peace in the valley. He also extended his good wishes to the Awaam in general and youth in particular and wished for great future ahead. He hoped that that the security forces will continue to get love and support from them.

Narendra Modi's swearing-in: BSF ups security in border areas of Rajasthan

BARMER: The BSF has made tight security arrangements along the border areas in Rajasthan in view of the swearing-in of Narendra Modi as the 15th Prime Minister of India in Delhi tomorrow.

BSF DIG I K Mehta said an alert has been sounded and vigilance increased along the border areas to ensure security.

The force is always on alert, but sometimes special alerts are sounded to keep check on any possible suspicious movements in the border areas, he said.

Under the arrangement, patrolling has been intensified and senior officers from the headquarters positioned at the borders.

The oath-taking ceremony will be held in the forecourt of the Rashtrapati Bhavan and will be witnessed by nearly 4000 invitees, including Pakistan Prime Minister Nawaz Sharif and other heads of state and government of SAARC nations.

Man arrested with smack worth Rs 16 lakh

Siddhartnagar, May 25 (PTI) One person was arrested with smack worth Rs 16 lakh from Madhukarpur village here.

A joint team of Sashastra Seema Bal and civil police, acting on a tip-off, arrested Haridwar Verma of Naugarh and recovered the contraband from his possession late last night, police said today.

On interrogation, he revealed that he used to bring the contraband from Barabanki for selling it in Nepal, they added.

Airport security check time to be halved for fliers: CISF

In order to enhance passenger comfort, the Central Industrial Security Force (CISF) has decided to cut security checks and frisking time at the airports to almost half of the present time taken.

The force has prepared a four-point new standard operating procedure for its security personnel who are deployed at the country’s 59 civil airports to frisk and identify genuine travelling passengers and scan suspect baggage.

“We have decided to cut the security check time for air fliers at airports by half. At present, our officials take 7-8 minutes to complete the frisking and identification of passengers but now we plan to cut it down by half to about 4 minutes,” Chief of CISF airport security unit O P Singh told PTI.

Singh said new modules and SOPs have been developed to enable the CISF security men achieve this target.

“We have initiated a new profiling mechanism by which the security person intelligently identifies between a genuine and a fake or suspect passenger. Once that is done, the security personnel are being trained to quickly go through three details in the air ticket which is checking the correct flight number, date, time and the valid I-card of the passenger,” Additional Director General (CISF) Singh said.


Authorities of the force are particularly driven to undertake such measures after a latest survey they conducted among passengers at Indian airports found out that extended waiting time for security checks was troubling maximum number of air fliers in the country.

CRPF passing-out parade held

Manoj Kumar Dubey, Deputy Inspector-General of Police, Recruit Training Centre – Avadi, on Friday inspected a parade and took the salute from 53 recruits on completion of 44 weeks of training at the 229 Battalion – Avadi.

Fifty-two of the recruits were from Andhra Pradesh/Telengana and one was from Bihar.

The training included foot and arms drill, handling and firing types of small and area weapons, counter insurgency operations, field craft and tactics besides familiarisation with the Indian Penal Code, Criminal Procedure Code, Central Reserve Police Act first aid, disaster management, map reading and GPS.

ITBP canine squad chips in to secure Modi's swearing-in venue

New Delhi: The elaborate security arrangement at Rashtrapati Bhavan for hosting Prime Minister-elect Narender Modi's swearing-in tomorrow will also see a 'crack' unit of infantry trained-canines deployed for conducting anti- sabotage checks and sanitising the venue, reports said on Sunday

Union Home Ministry, which is coordinating the security plan with various agencies for the VVIP-event tomorrow evening on the President's Estate, has called in a specially-trained squad of ITBP dogs to secure and sanitise Rashtrapati Bhavan.

Officials said that MHA had asked for the elite 'K9' dogs of the Indo-Tibetan Border Police, who have earlier secured the CWG games venues and been part of infantry patrols in Naxal-affected areas and insurgency-prone operational theaters in the country.

ITBP, the paramilitary force entrusted with the security of the Indo-China border, is credited with being a 'centre of excellence' for training of combat, police and paramilitary dogs.

"A crack squad of specially-chosen dogs has been sent in to assist security agencies planning the ceremony tomorrow. The squad comprises trained Labradors and German Shepherds and they will only be used to sanitise the 'hold area' (venue of the ceremony)," said sources privy to the development.

About a dozen dogs have been pressed into service from today along with their handlers and they will conduct their task till tomorrow, they said.

The chosen canines have earlier proved their mettle in a number of difficult tasks, sources added.

ITBP is credited with having successfully introduced the first-ever breed of 'Malinois' dogs to assist troops during patrolling in naxalite-affected areas.

The force trains its dogs at its special and exclusive 'K9' centre at Bhanu in Chandigarh.

A noble initiative by ITBP to wean away youths from opium addiction

In a noble but serious initiative to wean away the youths from opium addiction and to bridge the gap between the local community and the security forces, the 25th Bn Indo-Tibetan Police Force (ITBP), Tezu in association with Amik Matai Society, a local NGO organized a one-day friendly T20 cricket match here today.

The match played between the Rusan Club, promoted by Amik Matai Society, and the 25th Bn ITBP cricket team was inaugurated by W Inaobi Singh, 2nd-in-command, 25th Bn ITBP Force in presence of the NGO representatives and other ranks of the force. Rusan Club won the match by 10 wickets.

In his concluding speech, W Inaobi Singh informed that the force will promote sports and games to build people-to-people contact and to establish trust with security authorities by the local community.

He advised the youths to refrain from opium addiction and assured to extend all possible support to promote sports and games for the benefit of the local community.

The secretary of Amik Matai Society requested the ITBP authorities to support the initiatives of the organization in the field of sports and games under their civic action programme. He felt that their support will not only develop cordial relations and co-operation with the villagers in rural areas but also divert the youth energy in a constructive way for the benefit of the society.

Don’t let tainted MPs enter House: Plea in court

A city court has ordered issuance of notices to the Delhi Police commissioner, Central government and heads of paramilitary forces after a Delhi resident sought a restrain order on elected MPs with criminal backgrounds from entering Parliament.

The petition, by Satyavir Singh, calls for restraining “the defendants from providing security to criminal MPs, who have been elected in the Lok Sabha elections held in April-May 2014…”

The petition further prays that “MPs who have criminal cases against them should not be allowed/permitted to enter Parliament, otherwise strict action be taken against the defendants as per law…” The notices were issued by Additional Civil Judge Prakash Sharma.

Among the paramilitary forces whose chiefs have been issued notices are the Central Reserve Police Force (CRPF), Sashastra Seema Bal (SSB), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP) and Central Industrial Security Force (CISF).

The next date of hearing has been fixed on July 25. The petition, filed on Saturday, cited media reports alleging that some of the MPs elected to Parliament have criminal pasts.

“As per the Constitution of India, no corrupt person or a person having a criminal case is entitled to contest the election… In that situation (if an MP with a criminal past is elected), how can fair rule and administration be expected from the criminal because he will misuse his power by sitting in Parliament. Not only this, the defendants will provide them security for their protection even when they are already criminals and not entitled for the same,” the petition states.

CRPF to deploy 65 companies for Amarnath Yatra

The CRPF is expected to deploy about 6,500 men for this year’s annual Amarnath pilgrimage.

The 44-day pilgrimage to the Amarnath cave shrine nestled in the south Kashmir Himalayas at a height of 14,500 feet is scheduled to begin from June 28 and conclude on August 10.

Apart from the CRPF, the pilgrimage is protected and facilitated by the Jammu and Kashmir Police, BSF and the Army. All these forces form part of the multi-tier security grid. “This year there is a proposal to deploy around 65 companies of the CRPF from Jammu to the cave shrine, including the twin routes of Baltal and Pahalgam,” said a senior CRPF officer.

He said that last year the CRPF had deployed 60 companies. “However, this year the figure is likely to be increased from 60 companies to 65 companies,” he said.

The officer said 12 companies, including a couple of women companies, are likely to be deployed in the Jammu region while 53 companies, including two companies of women constables, are likely to be deployed in Kashmir, including the twin routes that lead to the cave shrine and the shrine area.

One company on an average has 80 to 100 personnel.

The officer said the cave shrine area again was likely to be guarded by the highly motivated and well trained team of 10 CRPF commandos equipped with Israeli X-95 guns.

“The upper reaches of the cave area is guarded by the Army while our commandos remain in the cave area to have a fool proof security grid,” he said.

The Yatri Niwas base camp here on the banks of the Tawi would be guarded by 500 CRPF personnel.

Naxals-CRPF Encounter in Sukma, Ammunition Recovered

A brief encounter took place today between the CRPF and Naxalites in the forests of Sukma district in Chhattisgarh leading to recovery of arms and ammunition.

Officials said the encounter took place under the Gorkha police station area of the Maoist-affected district of Bastar region of the state.

The encounter, after which the Naxals fled, led to the recovery of a gun of local make, two magazines of self-loading rifles, a hand grenade and 23 rounds of other ammunition.

Security forces have launched a combing operation in the area, they said.

Najeeb Jung awards BSF personnel

NEW DELHI: Lieutenant governor Najeeb Jung decorated 10 BSF men with police medals for gallantry, and 21 BSF officers and men with police medals for meritorious service on the occasion of 12th BSF investiture ceremony held at Vigyan Bhawan on Thursday.

Even five times Mount Everest climber, Love Raj Singh Dharmshaktu, assistant commandant of BSF, got special mention for receiving the Padma Shri award in 2014.

"The force has become people-friendly and their role during massive natural calamity in Uttarakhand is commendable," said Jung.

On the occasion, Director General Border Security Force, D K Pathak, also addressed the audience. He recalled Border Security Force journey since 1965.

Unprecedented security for Modi's swearing-in ceremony

In what is being labelled as an extra-ordinary security set-up, more than 6000 security personnel from Delhi Police, para-military, national security guards (NSG) and armed forces will stand guard on May 26 when PM-designate Narendra Modi will take the oath in presence of around 3000 dignitaries.

Visiting heads of government will be guarded as per their individual threat assessment with the highest security cover to be thrown around Nawaj Sharif, Hamid Karzai and Mahindra Rajpaksa.

The security establishment is leaving no stone upturned as the threat assessment for this ceremony is far more than even a summit where such dignitaries usually assemble. There were initial apprehensions among the intelligence agencies about an open-air ceremony. As invitees include foreign dignitaries and diplomats, the arrangements have been tailored to take care of all related security concerns.

Central intelligence agencies have informed Delhi Police about possible attempts by the terrorist groups to disrupt the ceremony and security agencies of respective countries are working in tandem with the Indian intelligence to provide adept security cover to the guests. The security personnel of eight visiting countries - Nepal, Pakistan, Bangladesh, Sri Lanka, Maldives, Mauritius, Bhutan and Afghanistan - would also coordinate with Delhi Police the personal security of their dignitaries.

The security unit of Delhi Police and the prime minister's security unit have drawn out a multi-layer security plan and sources said a policeman will be deployed every twenty meters on Monday.

Roads by which the foreign dignitaries' carcade will move to the Rashtrapati Bhavan and back will be closed 10 minutes in advance. Raisina Hill will be cordoned off Vijay Path onwards. North Block and South Block offices will be shut at 1 pm and secured by Central para-military troops.

Metro stations at Central Secretariat and Udyog Bhavan, however, will not be closed to prevent crowds from building up.

The area in two-kilometer radius around Rashtrapati Bhawan will be secured from ground to air by an air defense system. Apart from para-military and special cell's commandos, mobile Quick Response Teams, anti-aircraft weapons and NSG commandos will be stationed at strategic locations. The anti-aircraft guns will also be in position at Rashtrapati Bhavan, even as the airspace above will be closed and secured by IAF. Sources say that anti-sabotage checks at RP Bhawan, five hotels in Lutyens Zone - Maurya Sheraton, Taj Mansingh, Taj Palace, Leela Palace and Oberoi have already been put in place, which will be repeated four-five times till Monday evening. Most of the guests out of 3000 invites including Head of States (HOSs) and their representatives would be staying at these hotels.

While 5 best sniffer dogs have been asked form Delhi Police, the other forces have also chipped in their best canines. The bomb disposal squads of NSG and other units have been readied with the Delhi police's squads being in reserve.

The special branch has also scanned the identity of people who have stayed in these hotels in May and identity cards of hotels staff, people used for catering, security and logistical RP Bhawan would be prepared by Delhi Police after proper verification.

The area around these hotels and the road leading from there to Rashtrapati Bhawan will be sanitized on Sunday. Enhanced security checks and extra police pickets and barricades will be enforced from Saturday night, sources said.

SWAT teams of the special cell have also been asked to be ready to combat any situation while their spotters have been deployed at secret locations which are high-rises like hotels and buildings in central Delhi.

From Gujarat Bhawan, where Narendra Modi is staying, to Rashtrapati Bhawan, special arrangements for security on the route have also been made. Modi may reach President House surrounded with a contingent of cars.

He said that the SSB Frontier of Guwahati has so far apprehended at least 124 insurgents and other anti–national elements and also recovered large number of arms and ammunition.

ITBP steps up vigil in Afghan missions

The Indo-Tibetan Border Police (ITBP) has stepped vigil at the Indian diplomatic missions in Afghanistan where it has been deployed following the terrorist attack on Herat consulate early Friday morning.

Senior ITBP officials said a high alert has already been sounded at the Indian Embassy in Kabul and consulates in Jalalabad, Mazar-e-Sharif, Kandahar and Herat.

All the four terrorists, who targeted the facility in Herat, were killed. Officials said one of the terrorists was killed by ITBP personnel while the others were neutralised by Afghan forces.

All Indian diplomatic staff is safe, they said. The ITBP, which renders perimeter security and access control duties at Indian installations besides being also trained to undertake special rescue and VIP security duties, had deployed an additional 79 commandos in Afghanistan in the past six months in addition to the 219 commandos already deployed there. Twenty-three personnel were deployed at the Herat facility.

The force had deployed more personnel after analysing the security situation in the country and the need for enhancing security at Indian installations.

A senior security official said a decision to increase the deployment was taken last year following the August 3 suicide bomb attack near the main consulate complex in Jalalabad, which killed 12 civilians. Sources said there was no weakness in the intelligence-sharing mechanism.

A security analysis done in the recent past showed that the Indian assets in Afghanistan were facing threats from not only al- Qaeda and the Pakistan-based Haqqani network, but also from smaller militant groups based in Pakistan.

Security officials are not discounting the possibility of terror networks trying to send a signal to India at a time that a new government under Narendra Modi is being sworn in.

Amritsar: The Border Security Force (BSF) said Thursday it had gunned down a Pakistani national trying to sneak into India.

The incident happened Wednesday night near a border outpost Naushera Dhalla in the Amritsar sector of the border with Pakistan, around 40 km from here.

A BSF spokesman said the intruder had crossed the border and was moving close to the barbed wire fence located inside Indian Territory.

"He was challenged by the BSF but he continued with his aggressive posture. BSF troopers then fired at him. His body was recovered (Thursday) morning," the spokesman said.

India and Pakistan have a 553-km international boundary in Punjab. The BSF has seized over 245 kg of heroin along the border in Punjab this year.

Court notice on CRPF bodybuilders' plea

New Delhi, May 22 (IANS) The Delhi High Court Thursday issued notice to the central government and the Central Reserve Police Force (CRPF) on a plea filed by the bodybuilding team of the paramilitary force against the decision to disband them.

Justice Reva Khetrapal and Justice Pratibha Rani sought response from the home ministry and the CRPF and posted the matter for Sep 23.

On May 16, the CRPF disbanded its bodybuilding team saying that the sport did not come under 'All India Sport' category.

The aggrieved bodybuilders, many of whom are reigning and former national and international medal holders, moved the high court for direction to allow them to participate in various bodybuilding competitions as part of the CRPF team.

The players have contended that they were selected in the CRPF under the sport quota, which meant they were only to participate in bodybuilding championships, the plea said.

The CRPF notification disbanded its body building and rugby team and dispatched all the players of the two sports to their respective units to perform normal duties.

The players, however, contended that it was factually incorrect as bodybuilding was duly recognized by the sports ministry, the Sports Authority of India and the Indian Olympic Association.

Three killed in Manipur shooting

Imphal: Two militants and one Assam Rifles personnel were killed in a shoot-out between security personnel and the Zeliangrong United Front (ZUF) in Tamenglong district of Manipur. Police said the exchanges of firing between the ZUF and the Assam Rifles occurred at Taodum village in Nungba sub division of Tamenglong district last night and this morning, resulting in the killing of two ZUF cadres and one Assam Rifles personnel.

According to the police, at around 6:30 pm, May 21, some cadres of ZUF in an apparent attempt to abduct one villager, identified as Chingkhudin, forced the man to drive his own vehicle to an undisclosed destination along with the ZUF cadres.

Feeling apprehensive, Chingkhudin took with him a relative of his wife, a 14 years old boy. On the way, the ZUF cadres put three more people in the vehicle. When they reached Taodum village vicinity, which lies between Nungba town and Kambiron, they saw personnel of the 13 Assam Rifles from F-Coy repairing one of their vehicles at around 8:30 pm.

Police said the security force personnel asked the incoming vehicle to stop but the ZUF cadres asked Chingkhudin to proceed. The security force personnel managed to stop them at which point Chingkhudin disclosed to the Assam Rifles personnel that he was being kidnapped by the ZUF cadres, the police added. The ZUF cadres jumped out from the vehicle and a gun-battle followed, which led to the death of one ZUF cadre, identified as one Makudin (42).

One Assam Rifles personnel identified as Takhellambam Gokil (25) and one Atuwa Oran were injured. While they were being transported to Leimakhing Military Hospital, Takhellam Gokil succumbed to his injuries.

Police said that a massive operation was conducted this morning in the Taodum village area which has been cordoned off since last night. At around 5:30 am on May 22, another gun battle broke out killing one more ZUF cadre. The deceased has been identified as one Mathuilan Haomei (30).

The Assam Rifles recovered two AK Rifles and two hand grenades from the site of the incident, the police stated. Meanwhile, the dead bodies of the two ZUF cadres and the jawan are deposited at the RIMS mortuary.

Army Eastern Command chief visits Manipur

IMPHAL, May 22 – GOC-in-C, Eastern Command, Lt Gen MMS Rai, who arrived here on a day’s visit to Headquarters Inspector General of Assam Rifles (South) at Mantripukhuri and 57 Mountain Division at Leimakhong, visited the Indo-Myanmar border areas on Thursday.

General Rai reviewed the operational preparedness of both the formations during his first official visit to the State, according to a press release issued by PRO Assam rifles.

PTI adds: A militant was killed in an encounter with Assam Rifles personnel at Kambilong area in Tamenglong district early this morning, official sources said. Sources said that the militants opened fire at the Assam Rifles personnel when they were patrolling at Kambilong area.

The Assam Rifles personnel retaliated by firing and one militant was killed in the exchange of fire on the spot. One AK-47 rifle was recovered from the dead militant.

This hi-tech gun fires 70 bullets in one go, will arm forces against Naxals



A new gun has been imported from Germany to help ITBP personnel in Chhattisgarh's Rajnandgaon area to tackle Naxal menace. The gun can fire upto 70 bullets in one go.

According to a report in Punjab Kesari, it weighs 3 kilograms and is powerful enough to fire bullets in a radius of 1.5 kilometres. The gun has to be kept stationary at the time of use as it cannot be carried on the shoulders owing to its heavy weight.

Apart from this gun, several others have also been provided to ITBP which can fire several rounds just by pressing the trigger once.

"These high-tech weapons will prove to be very helpful while dealing with the Naxals," said police officials.

Till a few years ago, the arms that were provided to police were not strong enough to fight off huge Naxal teams. Realising the need for high technology weapons in tackling the ultras, Chhattisgarh government decided to import it from Germany.

Chennai Gold Biscuits Worth Rs 26 Crore Recovered

In a major catch, Customs and CISF officials today seized gold biscuits worth Rs. 26 crore which were found dumped in a dustbin at the airport in Chennai.

The gold biscuits, weighing 7.5 kg, were found wrapped in a plastic bag and dumped in the bin which was noticed by house-keeping staff who in turn informed officials, airport sources said.

CISF and Customs officials recovered the gold and are probing as to who had dumped it there.

New BSF IG takes charge

Dinesh Kumar Upadhyaya reportedly took over the Command of Inspector General (IG) Border Security Force (BSF) Mizoram and Cachar Frontier at a formal charge-taking over ceremony held on May 19 at Masimpur, Silchar (Assam).

According to a BSF statement received here, Upadhyaya is a highly decorated 1984 batch Direct Entry Officer who is a recipient of President Police Medal for Distinguish Service and Police Medal for Meritorious Service.

The Officer is Post Graduate in Physics (Electronics) and had served in various important assignments both in Command and Staff Level.

He has also served at the Sector Headquarters and has a fair knowledge about the functioning and areas including difficulties being faced by the troops in remote and hostile terrain under the jurisdiction of the Frontier.

Speaking at the occasion, IG BSF Satish Budakoti, who is also the Mizoram & Cachar Frontier spokesperson highlighted that during his more than 30 years of service in the elite force, Dinesh Kumar Upadhyaya served in almost all the International borders, including fighting against militancy in the Kashmir valley.

The new incumbent had also served in the elite SPG during his service and was in the close protection team of Prime Minister of India.

The officer is well travelled within India and abroad and has got experience in dealing with high level delegations at various levels, a PRO BSF statement informed.

After taking over the charge of the Inspector General, Dinesh Kumar Upadhyaya emphasised on special attention towards maintaining cordial relationship with the counterpart Border Guard Bangladesh "BGB" and also to prevent infiltration, smuggling and Trans border crimes.

He has specifically directed troops under command to maintain good and cordial relations with civil population residing in border areas, added the release.
